No. It does have evidence of crimes. There are also other investigations that don't necessarily originate from the laptop. I don't recall off the top of my head how the chain of custody went. But, I think the computer repair shop gave it to Giuliani after it was refused by the FBI (or something like that).

BTW: First you need evidence of a crime, THEN you investigate. Not the other way around.
