that's called a swamp cooler...i have one on my roof...in the hot/dry months of summer it takes 20-25 degrees off the outside temp...just a 1/2 hp motor for the blower and a small pump to keep the cooling media wet...I've been doing a lot of those, and then some.
I'd like to try having a "Lung Room" filled with curtains, Dripping Wet, to see how much evaporation & air conditioning I can get.

I´ve got luck! Close to the north sea it´s always! cooler than the rest of germany or europe. 60 kilometers make a real big different, unbelievable.
The burning forests are far away. As a kid I was disapointed about the mild winters. The north sea cools down in summer and makes not cold winters. It´s only what I can say about my little lifetime, but in the past the winters were a little bit harder than the last years. I don´t want to lie, but some winters we have got maybe maximum10 days under the freezing point.
