Guess I'm the only one who believes that when someone give's HIS WORD (ie: signs a contract and takes the money) he should keep it? I don't care WHAT he does.....but if I'm paying him and he's made an agreement then I care.
So many here seem just fine with lying and fraud. Yeah, and it's PHELPS who's hurting the pot movement.....with his 14 medals.......certainly not the rest of folks to whom a promise (or giving their word) seems to mean NOTHING.

Dude. How many people here do you think have signed something at work (like the employee handbook of almost any company) that says they won't do drugs? Are they all liars? Try to have a little empathy. The only difference here is that everyone gets to find out about it.
He was in the off-season, not training, trying to have a good time. He is > 21 years old. He did nothing wrong.

I read the story and I can not find anywhere where it claims he actually "smoked" cannabis..no mention of any witness saying he actually had marijuana in the pipe. Am I missing something here? DD

Canadian Snowboarder Ross Rebagliati Keeps Gold Medal
By CHRISTOPHER CLAREY
NAGANO, Japan -- Darren Chalmers, who began these Olympics as Ross Rebagliati's roommate and soon became one of his many defenders, labeled the controversy, "As the Snowboard Turns."
But unlike any genuine soap opera, this tale had a quick and decisive ending, and by late Thursday afternoon Rebagliati had rescued his gold medal from his front pocket and put it back around his neck.
Approximately 32 hours after the International Olympic Committee's Executive Board had stripped the Canadian snowboarder of his medal in the giant slalom because he had tested positive for marijuana, an arbitration panel announced it had overturned that decision.
"I won the gold medal twice," said a relieved Rebagliati at a news conference Friday morning.
The three-member panel, an ad hoc division of the Court of Arbitration for Sport, concluded that although "cannabis consumption is a matter of serious social concern," there was no legal basis for punishing the Canadian because the rulebooks of the IOC and the International Ski Federation were not explicit enough about proper sanctions for marijuana.
"What we are concerned about for sure is that this could potentially send out a mixed message, but I think what's important here is that this athlete is treated fairly in this competition," said Carol Anne Letheren, chief executive officer of the Canadian Olympic Association, which had appealed the IOC's ruling.
Rebagliati has said he used marijuana for the last time in April 1997 and had attributed the relatively minute traces of cannabis metabolites in his urine sample to the effects of inhaling second-hand smoke in his hometown of Whistler Mountain, British Columbia.
"I'm definitely going to change my life style," he said. "Unfortunately for you, I'm not going to change my friends. My friends are real. I'm going to stand behind them and support them. I'm not going to deviate from that. I might have to wear a gas mask from now on, but whatever."
The decision to strip Rebagliati's medal had also met with strong opposition from his fellow snowboarders, whose sport made its Olympic debut in Nagano.
In the men's half pipe event on Thursday morning, Mike Michalchuk of Canada held up a banner at the finish of his qualifying run that read: "Ross is the champion. Give the gold back!" Michalchuk's directive would soon become reality.
"We were eating dinner when we found out the news," Michalchuk said. "About three-fourths of the team were there, and we were all cheering."
There was significantly less applause for the IOC's handling of the issue. If there had been better communication between it and the International Ski Federation, known by its French acronym FIS, the matter clearly could have been resolved without becoming a global conversation piece.
The IOC medical code does not penalize the use of marijuana unless it is following the lead of a sports federation. FIS guidelines state that a penalty may be imposed for a positive test, but Letheren said that the FIS president, Marc Hodler, informed the arbitration panel that FIS considered snowboarding's giant slalom an event in which marijuana testing was neither necessary nor relevant.
"The FIS said marijuana was in their guidelines to help protect the health and safety of athletes who might take the drug to overcome fear in sports where that might be important," Letheren said. "They quoted ski jumping as an example. They said they were not at any time asked if they wished to have marijuana tested for in snowboarding, and that if they had been asked, the answer would have been no because it is no advantage in giant slalom."
Asked if this meant that the entire controversy had been much ado about nothing, Letheren replied, "I think that clarification early on in these games would have certainly helped everybody." Asked whether it would have helped if Hodler, an IOC vice president, had attended the executive board meeting and explained FIS's position clearly from the beginning, she answered: "Yes, perhaps."
"I think the anti-marijuana rule is good in principle," said Tapio Videman a professor of sports medicine at the University of Jyvaskyla in Finland and a member of the International Ski Federation's medical committee. "It's ethically important to try to decrease injuries to athletes, especially the top ones who will do almost anything to try to improve their performance."
As for Rebaglati's claim that he was an innocent victim of second-hand smoke, Videman said that, to date, urine studies are absent on this subject. "Therefore, it is possible things are as he says," said Viderman. "So, I am glad he got his medal."
An IOC spokeswoman, Michel Verdier, declined to respond to questions about the decision's reversal. "The IOC does not comment on legal decisions," she said.
Others were less reticent.
"FIS and the IOC made a huge mistake not knowing what rules they passed out; there was a huge lack of information on the whole thing," said Chalmers, a giant-slalom rider and friend of Rebagliati's.
It remains to be seen how this controversy will affect snowboarders' uneasy relationship with the FIS and IOC. Many of the world's top riders compete on the International Snowboard Federation Tour, a rival of the tour organized by the International Ski Federation. Terje Haakonsen of Norway, widely considered the top half-pipe rider, boycotted these Olympics because he believed the IOC was an undemocratic, elitist organization.
"Look, the event was unreal here, but Terje was sure goddarned right about the politics," Chalmers said.
"Unreal," in the jargon of youth, is a compliment, but, in truth, the first Olympic snowboard competition in history was no sunlit, smooth-running showcase for this resolutely free-spirited sport. All four of the medal events were contested in inclement weather that made life difficult on riders, spectators and, perhaps more significant in this wired era, television cameramen.
By the conclusion of the rain-drenched men's and women's half pipe event, large drops of water had formed on several of the lenses that were broadcasting the event to the world. The thunder rumbling through the valley occasionally outshouted the rap and contemporary music on the speakers.
"I might as well have just jumped in the pool," said Michalchuck, who like many of his fellow Olympians had not previously competed in the rain. "I was wet everywhere."
While Michalchuck rode through the rain, finishing eighth, Rebagliati was being questioned at the police station in Nagano. When word reached him that his medal had been restored, he took it out of his pocket for the first time in three days.
"Officially, it was supposed to have been taken away from me, but it wasn't," he said. "I had it in my front pocket the whole time. I wasn't able to look at it because I didn't know if it would be mine or not. All I wanted was for it to be close to me."
The Japanese police then accompanied Rebagliati and Canadian sports and embassy officials to the Shiga Kogen Prince Hotel and searched Rebagliati's room.
"I wasn't worried yesterday during my interrogations," he said. "It was just a procedure that had to be done. The police had an open file; they had to close it."
According to Chalmers, it was a cursory search.
"Basically, they walked in here, looked around for a few minutes, and then they said through a translator: 'This place is a mess.' We all started laughing."
Rebagliati's ordeal was essentially over. All that remained was a final trip to the Nagano police station to complete the formalities.
"When I won the medal, it was the best moment of my life," he said. "When I got the news I tested positive, it was the worst moment of my life. It all happened in such a short period of time. It was quite a ride."

You are right that if my employer asked me if I was smoking dope I'd say no (my job doesn't require drug tests) so I'm certainly no better than he is......even worse perhaps as I judged him harshly while pretty much doing the same thing myself and patting myself on the back. Swimmers most likely train harder than any of those other sports.
I think in the long run the future generations will look to this and see that smoking is not as bad as everyone says and hopefully do something about it.
