Colorado House Bill 1284

They can never kill off the home growers who grow there own and share amongst patients (clones, meds over their limit, etc.). You know, like co-ops. I'm pretty sure those will always thrive...not much they can do about that.

Yea but this bill makes co-ops illegal. It makes sharing a grow with another caregiver illegal. It makes selling to another caregiver illegal. This bill was completely designed for the few big dispensaries and to make it so no one else can make a penny. A few big dispensaries came out here from California and they formed a lobbying group and hired Matt Brown. He and Romer crafted this bill and it couldnt have turned out better for them. Romer gets credit for the bill and will be his claim to fame when he runs for mayor and eventually governor, and the big dispensaries get a monopoly to grow and sell. What could be better?

i was risking an f in a non-med state 5 yrs ago. peace to you too.
Fuck you...
Plenty of people were risking an F in a MMJ friendly state until a year or two ago.
I am glad you cancelled your meetings, the grass is always greener on the other side.

In a fucked up way, I kind of want them to pass this bill...
So the public can see how fucked up it really is! The glossy finish will wash away as the bill takes effect, and law enforcement has a REAL nightmare on their hands.
They like to talk about Marijuana related violence now, what happens when growers who have no other alternatives BUT gangsters? Well that is what Romer is counting on! Increased Federal funding, safe havens for LEO related growers, and prison for the rest.

Don't be fooled, he really does have a Masters in Economics, even though his responses routinely violate Econ 101, but that is just because he is the Wolf in Sheeps Clothing lying to people. Soccer moms who graduated HS or got a BS in English won't know the fucking difference, they will eat up all the shit he has to say.

"Won't somebody think of the children!" Mrs. Broflovski.

'Cause what would a fucking stoner who has been smoking since 14 about how to best protect the children. I am sure Romer tried it once, he knows what it is about.

So that entitles you to how many plants for your friend?
There are other states besides Colo., I think 13 states now have MMJ.
It is apparent that you think very highly of yourself, but your tone is familiar in these parts...We have had time to learn it.

I see. So you're so interested in helping your friend that you thought you would come out here and open a shop.....makes perfect sense.

Listen, nobody is against someone putting food on the table, just dont come out here thinking you're going to make a million spewing this crap about 'helping patients'. The ones that truly care about helping patients are the ones that are getting fucked because of people with the same mindset as you.

i believe it was you who asked what i was doing for patients w/serious conditions in a non-med state 5 yrs ago. i would love to spout off all the people w/ issues i've helped but thats not realistic. all i'm sayin is i've helped some and would love the opportunity to help more. seeing firsthand, the people it has helped in a nonmed state, has inspired me to want to help others. i anticipate my income dropping in half or more if i could open a center. to me thats worth it. i dont see how people who want to help patients are "getting fucked" because of folks like me.

wouldn't the patients win out huge if the best from all over the world could compete in a free market to create the facility of the best quality? well..maybe not the whole world. i'd be ok with banning non US citizens.

my main issue with the bill is that the cost of opening a quality facility just jumped to 7 figures from the lower 6s.

Well, I'm no lawyer, but from what I understand of the bill, it really only applies to licensed growers and dispensaries. Personal medical stuff and CG's with less than 5 patients aren't regulated.

Why do you think we are seeing all these new regs???
wouldn't the patients win out huge if the best from all over the world could compete in a free market to create the facility of the best quality?
Yes, they would! That would be grand, but as all the best in the world come here, there is always the Coloradan "Not in MY Backyard" mentality, expect even more regs.
my main issue with the bill is that the cost of opening a quality facility just jumped to 7 figures from the lower 6s.
Actually it has only jumped from the lower 4s to the higher 5s and lower 6s.
Seven figures! That is Harboside talk! Richard Lee, is that you?

One of the things I was actually impressed with was that at the end of the meeting (around 11:30 for those that weren't there) several of the Senators commented on how they had counted only 3 supporters --- out of the 102 of us that testified. Several, like Newell, also told Romer, he needs to get the Bill more patient-friendly or they would vote against it.

Here's what I think will happen. The major changes that Romer wants....won't happen, because it would then have to go back before the various committees. If that happens, the Bill would not go into effect on July 1, 2011...

Like most here...I too agree with the 2 yr residency...actually, I would like to see that upped to 5yrs!

Right here. Also caregivers are going to have to have background checks:

Primary caregivers. (a) A PRIMARY CAREGIVER MAY NOT
DELEGATE TO ANY OTHER PERSON HIS OR HER AUTHORITY TO PROVIDE MEDICAL MARIJUANA TO A PATIENT NOR MAY A PRIMARY CAREGIVER ENGAGE OTHERS TO ASSIST IN PROVIDING MEDICAL MARIJUANA TO A PATIENT.
(b) TWO OR MORE PRIMARY CAREGIVERS SHALL NOT JOIN
TOGETHER FOR THE PURPOSE OF CULTIVATING MEDICAL MARIJUANA.
(c) ONLY A MEDICAL MARIJUANA CENTER WITH AN OPTIONAL
PREMISES CULTIVATION LICENSE OR A PRIMARY CAREGIVER FOR HIS OR HER PATIENTS OR A PATIENT FOR HIMSELF OR HERSELF MAY CULTIVATE OR PROVIDE MARIJUANA AND ONLY FOR MEDICAL USE.

(e) TO PASS THE FINGERPRINT-BASED CRIMINAL HISTORY RECORD CHECK, THE PRIMARY CAREGIVER SHALL NOT HAVE BEEN CONVICTED OF A FELONY PURSUANT TO PART 4 OF ARTICLE 18 OF TITLE 18, C.R.S., WITHIN THE FIVE YEARS PRECEDING THE CRIMINAL HISTORY RECORD CHECK.
(V) THE STATE HEALTH AGENCY MAY MAKE AN EXCEPTION, BASED
ON A REQUEST FROM A PATIENT, TO PARAGRAPH (a) OF THIS SUBSECTION
(6) LIMITING PRIMARY CAREGIVERS TO FIVE PATIENTS. IF THE STATE HEALTH AGENCY MAKES AN EXCEPTION TO THE LIMIT, THE STATE HEALTH AGENCY SHALL NOTE THE EXCEPTION ON THE PRIMARY CAREGIVER'S RECORD IN THE REGISTRY.

Did we really think growing would be a free for all if it becomes legal? No. Listen folks. It's time to go pro or go home. Play by the rules or don't.

Sure I can go down and get a bottle of Grey Goose at the liquor store or I can risk a misdemeanor and go score a gallon of moonshine.
Sometimes it's worth it for the goose. Sometimes it's worth it for the shine.

Now If I wanted to make a couple hundred gallons moonshine, I'd be risking a felony. Seems to be similar to mmj under 1284. Seems like as good as a deal as I would realistically expect. Enjoy the free for all till 7-1-11.

Uh, you should just stay right where you are. Please.

Sounds good, except for the fact that the DEA has nothing to do with classifying drugs, the FDA does. More smoke and mirrors.

can someone explain how limiting competing MMCs through residency requirements improves the situation for patients?

more competition=higher standards of quality, the abliity for the free market to determine who the best and worst are, lower prices for patients, more strain diversity, etc.

starting to sound to me like most of yall are in it just for the money
and just dont want any political refugees. compassion compassion...hmmm.

A fucking refugee in America...
Yeah, stay the fuck out of my state, you already have made up your mind on where you stand.
You are the person telling Cali to legalize it so the 'Wave' will start...
No wave coming, just more fuctangles.

Your state needs to pass it, we can't come there to do it, you have to take ownership of it yourself.
Or keep doing what you are doing, that is what they want.

Oh yeah, you talk about free market...what is stopping you from moving here, you could help ONE patient for less than 10K...Oh that is right, you only have 100k to spend.
How could one ever help another with such limited capital???

Please explain this post. I know it was from one week ago.

that post was before the 2yr provision was being considered.

i'd love to make it happen in my state.
you are right about my belief that cali should pass the legalize bill in November.

the part about money. you are making up.

you still havent really addressed how a 2 yr required residency restriction improves the situation for patients.

It doesn't improve the situation for patients but, it does stimulate a local economy. Which many think is crucial right now if our state wants to be economically sound.

I personally don't think herb should be treated as it is anyways, I think the plant deserves much more respect than monetary value. This is one of the species of life on earth, that I truly believe picked us to help it along it's evolutionary path..This plant provides for those that respect it, those that don't... well, we all know how that ends up.
