I've seen neighbors fight over water when the local wells were producing 0.9 gallons per minute.
Our wells produce about 20 gallons per minute.
I STILL have one neighbor who tries to pick fights over water.
His most recent effort, a 9 month long jerk-off, resulted in his landlord being reported (by another neighbor) to the County, and the upcoming eviction of a friend (who was living in an un-zoned residence that the County is now shining a spot-light on).
I have one neighbor who pans for gold with his grandchildren.
I have another friend who paid $50K for a concert grand piano and plays it almost every day.
I try to focus on the neighbors who are doing 'good things' and ignore the fight-pickers, as much as possible.
As far as good practice, I figure ...
* know what the rules are, so you can follow most of them.
* leave the fight-pickers alone, most of the time, so they can drive up their own blood pressure.
