The La Crosse Common Council has passed an ordinance that decriminalizes possession of a small amount of marijuana.
The council Thursday night passed a local law that allows law enforcement to ticket, not criminally charge a person for first-time possession of 7 grams of marijuana or less.

Wow, I thought NC was archaic. We decrimed less than an ounce in '83. My buddy got popped with a 27-gram bag and the sheriff even threw the roach on the scale. - fine was $67.50. The ounce was $30 so my bud out less than a c-note and one misdemeanor on his record.

PROTEST MARKS 40TH ANNIVERSARY OF FAILED DRUG WAR
On Tuesday June 16, 2011 from 9am-11am in Madison, the Wisconsin
chapter of the National Organization for the Reform of Marijuana Laws
(NORML) will note the 40th anniversary of the failed, trillion dollar
"War on Drugs" with a picket outside the quarterly meeting of the
Wisconsin State Controlled Substances Board.
No longer can Wisconsin afford to spend taxpayer dollars on such a
failure. As of June 2011, the war on drugs has persisted for 40
years and surpassed a $trillion price tag yet has had little or no
effect on the supply of or demand for drugs in the United States, has
stifiled business, innovation, freedom and has contributed to America
having the highest documented incarceration rate in the world.
According to a recent report of The Global Commission on Drug Policy,
"It is clear that the present system of applying the criminal law to
the personal use and possession of drugs has failed in its aim.
Conversely, the harms caused by pursuing this approach to drug use
have been significant" and "the evidence overwhelmingly demonstrates
that repressive strategies will not solve the drug problem, and that
the war on drugs has not, and cannot, be won."
In 1975, the Wisconsin Controlled Substances Board held public
hearings on Wisconsin's marijuana laws at 8 state locations. The
results were an astounding 92% supported legalizing or decriminalizing
cannabis. This came at a time when there was little discussion or
understanding of the medical properties.
Despite these findings, the Controlled Substances Board, like Nixon
ignored the Shafer Commission in 1971, ignored the results. Instead,
the Board became the driving force behind maintaining and sustaining
marijuana prohibition in Wisconsin through the intervening decades up
until today. It was the Controlled Substances Board who turned back
marijuana decriminalization legislation in the late 1970s it was the
Controlled Substances Board who helped kill the Jacki Rickert Medical
Marijuana Act in 2010.
Supporters will gather at the Wisconsin Department of Regulation and
Licensing, 1400 East Washington Avenue Madison, WI 53703 at 9am. The
quarterly meeting of the Wisconsin State Controlled Substances Board
begins at 9:30am and allows for public comment at the end of the
meeting.
Wisconsin NORML is a volunteer organization working to reform

Only in Madison is it reasonable.
Two offenses at the state level in Wisconsin and it's a felony.

Mayor Harter rejects pot proposal
La Crosse Mayor Matt Harter again has vetoed a move to make first-time possession of small amounts of marijuana a municipal rather than criminal offense.
While it might be useful for police to have the option to issue a ticket and fine, Harter said Tuesday the community still perceives the ordinance as "this city is increasing tolerance on the use (of marijuana) and substance abuse."
The proposal by District 3 Alderman Chris Olson would allow law enforcement to cite first-time possession of up to 7 grams of marijuana and drug paraphernalia as a municipal offense rather than misdemeanor.
But the city's police department has indicated they do not want that option, Harter noted. If they do not plan to use it, "then there really is nothing good that's going to come out of it," he said.
Olson called the veto "expected," even though the option would provide "a second chance for youth" and revenue to the city, half of which would go to the Drug Abuse Resistance Education, or DARE, program.
The council passed the ordinance 11-4, but 12 votes would be needed to override the veto. Council members John Satory and Jai Johnson were absent Thursday and might support the measure, but there's no guarantee other council members won't change their vote in light of the veto, Olson said.
Harter's veto of a similar measure in November ended up two votes shy of an override. If it again falls short, Olson said he will not bring the proposal back.
"I'll let somebody else do it," Olson said. "I gave it my chance."
The mayor also vetoed filling nine vacant city positions, including an assistant fire chief, a civil engineer and a building inspector.
Harter said most of the departments have managed to perform "at a level that's acceptable" so far and the city needs time to examine its staffing levels before going forward with additional hiring.
The council's votes on each hiring were near-unanimous so a veto override is possible, council president Audrey Kader said.

It went great at the controlled substances board quarterly meeting. About 30 people showed up. 10-15 joined their meeting. The others held signs outside the building on East Washington Ave, a main thoroughfare in Madison.
At the end there was public comment and about 5-6 people got up and spoke. It seemed to make quite an impact.
This is our way right now. We will work towards rescheduling cannabis.

The plan right now is to focus on hemp in the legislature and take the medical fight to the controlled substances board.
The controlled substances board can reschedule cannabis. The current legislature has not signaled they would be open to changing marijuana laws - and Gov Walker has said he won't sign a bill. Nerison and Tranel seem to support the hemp bill but we need more support.
We have a lot of hope that we can win over the controlled substances board.
