FORMER TOMAH MAYOR AWARDED “HIGH” HONOR​

Ed Thompson was awarded the first-ever Ben Masel 'Defender of Liberty' award by the Wisconsin and Madison chapters of the National Organization for the Reform of Marijuana Laws (NORML) at 'A Cannabis Fair' in Kendall Wisconsin on Saturday. Dozens of attendees watched as the award was presented by Wisconsin NORML vice president Gary Storck, and Ed spoke for several minutes after accepting it. Jacki Rickert also spoke about her friendship with Ed.

Thompson, a former Tomah Mayor, was the 2002 Libertarian candidate for Wisconsin governor and received over 10% of the vote on a platform that included protecting patients who use medical cannabis. Jacki Rickert, namesake of Wisconsin medical cannabis legislation - The Jacki Rickert Medical Marijuana Act" -- served as Thompson's Buffalo County campaign
chair.

Ed Thompson has been battling pancreatic cancer since his diagnosis in 2010 while campaigning against State Sen. Kathleen Vinehout (D-Alma) as a pro-medical cannabis Republican. He still nearly prevailed despite having to curtail campaigning due to his treatments. He is the brother
of former Wisconsin Governor and US Health and Human Services Secretary Tommy Thompson.

Thompson also served with award namesake Ben Masel when Masel was active in the Libertarian Party. Ed's supper club in Tomah, the Tee Pee, has hosted several Wisconsin NORML state meetings including one in 2010 where Tommy Thompson dropped in to say hello to Ben Masel.

The South Beloit City Council adopted an ordinance banning the sale of drug paraphernalia during its meeting Monday.

The new ordinance bans the sale of items such as water pipes, carbureted tubes, cocaine spoons and other devices that are used for those who partake in illegal drugs.

The ordinance adopts the standards in the Illinois Cannabis Control Act and the Illinois Controlled Substance Act. However, the ordinance does not regulate synthetic marijuana products because state law does not allow the regulation of these substances. These products, which are marketed as incense, can produce a marijuana-like high when smoked. Wisconsin communities have banned these products because in July, Wisconsin state legislators passed a law allowing the ban of these substances.

The city council began looking into an ordinance regulating drug paraphernalia after it was discovered some tobacco shops that recently have cropped up in South Beloit were selling these items. There has been an increase in tobacco shops because Wisconsin has a much higher tax on tobacco products compared to Illinois and customers cross the state line to buy the cheaper tobacco products.

Mayor Mike Duffy had asked if the city can limit the number of permits for tobacco shops in the city. City Attorney Roxanne Sosnowski said the city could draft such an ordinance, but she did not think the ordinance would survive a legal challenge should a tobacco shop owner decide to challenge it.

41st Annual Great Midwest Marijuana Harvest Festival kicks off in Madison tonight at The Frequency on W. Main st. 5-8pm

Tomorrow at Library Mall plaza in Madison at the intersection of State St and Lake St., come and see the full scale hydroponic grow demo, bands, speakers and other fun stuff.

MADISON: Despite the untimely passing of longtime festival organizer Ben Masel earlier this year, the 41st Annual Great Midwest Marijuana Harvest Festival showed the yearly event is not going away, but instead growing and becoming more polished. Masel organized the festival for all but its first year before losing his battle with cancer April 30. The festival is coordinated by the Madison and Wisconsin chapters of the National Organization for the Reform of Marijuana Laws (NORML) and the Wisconsin medical cannabis advocacy group Is My Medicine Legal YET? (IMMLY).

Capitol press conference to launch new Wisconsin medical cannabis bill

MADISON: Wisconsin medical cannabis patients and advocates will have
something extra to be celebrate this holiday season with news that State
Rep. Mark Pocan (D-Madison) has scheduled a press conference to announce
a new attempt to pass a state medical cannabis law. The press conference
is set for the State Capitol's Assembly Parlor (2nd Floor West) on
Wednesday, Nov. 30, at 1:00 pm.

Rep. Pocan's office has confirmed that he and State Sen. Jon Erpenbach
(D-Waunakee) will again be the lead sponsors of the legislation,
LRB-2466/1, again dubbed the Jacki Rickert Medical Marijuana Act
(JRMMA). They will also be sending a letter to their colleagues asking
if they would like to cosponsor the legislation.

In the 2009-2010 session, the JRMMA received an 8-plus hour combined
Senate/Assembly Health Committee public hearing that drew hundreds of
patients. State organizations including the Wisconsin Nurses Association
(WNA), Hospice Organization and Palliative Experts (HOPE) and the WI
ACLU testified in support along with representatives of national groups
including Patients Out of Time (POT), the Drug Policy Alliance (DPA) and
the Marijuana Policy Project (MPP). Opposition testimony was limited to
a handful of groups who support the status quo of arresting and jailing
medical users including the Wisconsin Medical Society (SMS), and the
Wisconsin Narcotics Officers Association (WNOA).

Despite the strong support at the hearing and in the legislature, as
well as the urging of then-Gov. Jim Doyle for passage, the 2009-10 JRMMA
died in committee without a vote.

Advocates say Wisconsinites have been far ahead of their elected
representatives on this for decades. Advisory referendums asking if
state lawmakers should pass medical cannabis legislation passed by wide
margins in Dane County (75.49%) and River Falls (68%) in the Nov. 2010
election. Polling in 2002 and 2005 found statewide support in the
75%-80% range.

While the bill faces an uncertain future due to a very complicated
political situation in Wisconsin, supporters say the need for medical
cannabis for state Seniors, Veterans, chronically ill, people with
disabilities the dying and others has only increased. Advocates also
point to the additional benefits in the job creation power of
establishing a medical cannabis industry in Wisconsin. Growth in the
industry across the 16 states and District of Columbia where medical
cannabis is allowed has created thousands of new green jobs and
businesses while providing new revenue sources to cash strapped
municipalities, counties and states.

Good to hear they are still on it up in WI. I can only assume the bill doesn't have much of a shot with the current 'complicated political situation' but perhaps if the next recall effort goes well the state legislature will bend to the will of the people. As always, all the best to those fighting the fight in the beautiful state of Wisconsin.

I have to say, this bill actually has a better chance than the last session, controlled by Democrats in the Assembly, Senate and Governor's office.

The reason I say this is that this state has far more active members and a far better communication structure to get this done this time.

I agree Scott Walker would be very unlikely to sign this, but I want to see him veto it or put himself down as not supporting it.

An area pro-pot group isn’t blowing smoke when it says it wants to make the drug legal.

The Northern Wisconsin chapter of the National Organization for the Reform of Marijuana Laws is bringing its T.H.C. (Talking Hemp and Cannabis) Tour to the University of Wisconsin-Oshkosh on Dec. 7.

The event runs from 5 to 8 p.m. at Reeve Union and will feature presentations on industrial hemp, medical cannabis, recreational marijuana and drug policy reform.
Northern Wisconsin NORML’s website says the group’s mission is to legalize marijuana by educating the public. The group says marijuana is an organic plant with medicinal uses that is also a safe alternative to legal drugs like alcohol and cigarettes.

The chapter covers a large number of cities and towns in the area, including Oshkosh, Fond du Lac and Appleton.
