I presume you know how to use a calculator. 3 divided by 100 = 0.03 or 3 %. Why they used a decimal # instead of using the number with a % sign is beyond me. It doesn't make sense.
OTOH 0.0625" = 1/16 of an inch, also expressed as 62 and 1/2 thousands. I guess as previously stated, math wasn't your forte.
