Form FD-1023 is a standard form the FBI has used for years to record information that is unverified and highly suspect. They typically don''t even bother to investigate it unless they get some other source that more or less corroborates the same information. Did you notice the reason MTG gave for why it was very credible? She said something to the effect that you know it's very credible because the informant was paid. The only reason they pay out on these report is because they comme from confidential human sources which are notoriously difficult to recruite and keep. So they throw them a small reward just to get them to keep digging up info and reporting it back to them. The payment has absolutely nothing at all to do with the credability of the info.
