Where would the Tajiks have learned about sieving I wonder? One thing is for sure, the Chinese were responsible for silk, and probably invented sieving techniques based on silk screens. The technique may have then spread along the Silk Route, straight through some of the oldest, greatest marijuana fields on earth.
