the head of the DEA could unilaterally remove cannabis from the scheduling on their own. but then, they'd have to lay agents off and sell their marijuana sniffing dogs. "POOF" goes much of their budget...just like with drug testing, without pot to demonize, they don't have much to do... sure, there's opiates and cocaine, but that is hard dangerous work compared to fucking with farmers and such...
