I wouldn't be too worried about them being the wrong strain unless you have reason to suspect a shady seed vendor or something such as the seeds not coming in the original Ace packaging or the seeds coming from a seed bank that Ace doesn't sell to.
I'm not sure which thread it was in now, but I think I remember reading somewhere that Congo was recently worked a bit more towards the PCK side of its heritage in this last generation. Given that Congo has always had a good bit of Kush in its heritage I wouldn't be too worried about your young plants looking the way they do.
I am about 2 months into growing one of the newer feminized Congo seeds...yes, it does look like an Indian Indica until it stretches. After that, mine has turned completely thin-leaf/long internode Sativa...no mistaking it at this point, but where you're at she looked very similar initially.
