Tank - it may sound obvious, but your friend should get a good lawyer. Attorneys Allison Margolin and Micheal Levinson successfully won a trumpt-up battle in Yuba (Salerno case), which was brutal for the Yuba DA. A public defender will most likely advise pleading, which is exactly what the DA wants.
If Butte wants to take the approach they are taking, eg compliance checks, harassment, arrests, then we need to hold them accountable by taking these cases to trial to expose their behavior and practices in a public forum. Moreover, the financial toll these trials will have on the county will be debilitating. In New York City, the Boken Windows policing practice was only exposed after those that were unfairly arrested took their cases to trial instead of pleading.

2-3 weeks after two sheriffs jumped my fence with no warrant. One of my guys saw them walking up to the garden and said to get lost. Got them on video but only after they had gotten back to their suv past my gate.
It says the administrative hearing is at the discretion of the code enforcement officer. What's stopping her from just denying my request?

Do request one. Get it in writing document it and hand it in within 10 days. They aren't giving people any hearings yet.
If you request a hearing and don't chop, will they fine you for all the days since?
I got a letter from the assessor saying they need to confirm my mailing address. I get mail at UPS store not at the box off the dirt road. I think they may be trying to send me a letter about the garden. Anyone else get letters or just visits in person?

they are getting very busy, logs show some days they will have hit 5 properties before noon. and its pretty random at times, they will hit 2-3 spots on one street than move 30 minutes away to a separate area right after.

then down to bangor for 2-3 checks off oro bangor
then out to cherokee for 2 checks in that area
couple randoms in the hoods of oville
1 in palermo off railroad ave

God damn. The saddest part its that people voted for the county to spend their money doing this..So dumb. Rather improve schools with all that measure A cop money.
maybe i made a typo, but pretty sure that was the case. the checks ended 5-28.
also in the inspection warrant it said they could execute the warrant on ANY day from 8am-6pm.
thats typically the case for the grow warrants they take place right at 8am. but i noticed a recent bintf stolen property/meth/warrant bust that took place at 530am so if they really want you they get out early. the bintf bust had the same sheriff that has been on some of the code enforcement visits.
