This kind of terrorism is a very, very specific tactic for a very specific goal:
To destroy all middle ground. ISIS hopes to provoke such intense counter-measures against Western Muslims that Muslims will be forced to choose sides. As the counter-measures increase, the options for Muslims will narrow to two: submit to increased provocation and persecution, or support the establishment of a Caliphate.
Fortunately, there is enough middle ground left that Western Muslims don't have to make only one of those choices right now. But as the repression begins--and make no mistake, Muslims in Europe will be subjected to increasing repression, and the hate crimes against them will ratchet up--ISIS's movement will get stronger and stronger.
In response to their growing strength, the Western powers will continue in their mass delusion that this can be defeated by dropping bombs on large swaths of the population ("We have to do something!") killing more and more innocents, destabilizing more governments, creating more refugees, and all in all creating more chaos in which ISIS can come in and declare themselves the saviors and victors.
Osama Bin Laden had the same idea in 2001. He was wildly successful. The US response wouldn't have been any different from Bin Laden's wish had he been President of the United States himself. The ensuing chaos of the insane Iraq War, led directly to the recruitment of more Al Qaeda members and the creation of ISIS.
Having learned nothing from the implosion of civil society in Iraq from US bombing, US policy repeats its fatal response in Libya and Syria, creating massive destabilization in the Mid-East.
Meanwhile, US politicians haven't a clue. Our "Friend in the Middle East" is Saudi Arabia, the most repressive regime in the area, and one of the most repressive in the world, the backers of the most extreme forms of Islam(ISIS).
The terrorists have won.
There's a very slim margin of hope, but I wouldn't bet on it. Massive Western miscalculation in the Middle East since 2001.

This attack in Paris is an effect that has cause, which to understand one needs to go back an awful long way. That is not easy and moreover there is a lot of aspects to it that we don’t know, since there is a lot of skulduggery that goes on above us to do with it. One could go back further but more or less, this organised Muslim Guerrilla Warfare seems to have stated with the Nazi’s in World War II. The book A Mosque in Munich: Nazis, the CIA, and the Rise of the Muslim Brotherhood in the West, is one that deals with the facts of that. I personally do not believe that our intelligence services ever gave up control of this Nazi Muslim Brotherhood organisation which consists of the leaders of the variously named Muslin guerrilla armies. Which does not mean we have control of every one of those guerrilla armies. The very nature of such guerrilla armies is wild and most of them are useful idiots; some fight each other and kill their own people. We our intelligence services find them useful in general to fight our enemies and destabilize their countries etcetera. So we get some blowback from all this. I guess the goal is what they call real stuff, real estate, resources and the like, as opposed to any fancy ideas. The fancy ideas are just for the fighters and some of them have some fancy ideas of their own, and there will always be nuts; who are very dangerous people, as these nuts are the ones the mob follow in revolutions and the like. Just look at history and you will see them doing do so.
