Dude your trying to grow pot there and you don't think people are hunting there just because it says no hunting.Not a chance. That's good an bad news. The good news is it was probably left there during hunting season the bad news is he may be back in October.
You didn't show us the tip of the arrow. Is it a hunting or target tip? Not sure it makes a big difference but its nice to know. If its a target tip then to me there's more concern because he may be out there in the spring. Hunting tip more likely from the last hunting season.
You said its state property with no hunting allowed. It makes perfect sense to me because I have friends who are bow hunters and they can hunt anywhere vs gun owners. What else you going to use to hunt on "no hunting" property.
Its good hunting in the entrance and exits of swamps but generally not right inside the swamp because there's no where to set up a tree stand. Look for deer trails its early enough you should be able to find them easily.
If there is a bow hunter on this forum maybe they could tell us how far from that spot would a hunter be sitting to take the shot? I am assuming if this is semi-dense area we are looking at 10-30 yards max but not sure. Use the arrow as the radius of a circle and look all around a 30 yard radius for other clues.
Most bow hunters are using tree stands and they usually have to cut down some brush and/or tree limbs when they set up the stand. Even a casual glance of the arrow off a 1/4 limb will cause the arrow to change flight.
Before you freak out you need more investigative work and yes I would be freaking out too but you need to find out more info even if you decide to abort.

I pack 3 to 5 miles down a god forsaken canyon just to have am area I love to myself because that is where the bucks and bears go. Ftw I do not hunt bears. I just like watching them.
if the arrow fletching was only a couple of inches from being buried with the length of the arrow it was shot into the ground from en elevated position (treestand) and that means someone goes to that area...you can clearly see much more of your surroundings from up in the treestands my friend-
also this means that the hunter may or may not have trail-cams of his own out in the general areas, so always wear a mask when entering and leaving, no matter what
also hunters tend to move cameras around and hide them better than you would think
