Drunko (the neighbor's name) goes door to door and explains his idea, the first few houses he goes to have heavy drinkers with not much money and they give a little change, and tell Drunko, "great idea man I can't wait to go and get trashed! I'll drink like a thousand beers! Hiccup'.

Drunko knocks on a few more doors and finds some resistance to his great idea among some neighbors, but they cough up a little money, cuz Drunko has a reputation for getting ugly if you don't keep him happy.

Finally one neighbor has the audacity to say, "no thanks Drunko, not interested". That pisses Drunko off and he comes back later with his drunk buddies and threatens the disinterested but otherwise peaceful neighbors with a beating if they don't give to his "charity".

Drunko says, you don't understand man, some of these people are alcoholics and alcoholism is a sickness and if you don't pay for this, you must eat babies or something, before punching his neighbor in the face and returning to his majority decision "charity party" with the reluctant neighbors wallet.

No but responsible to take his bloodied head to the clinic. The difference. Charity would be picking him up a bottle in town or paying for his kids to go to camp.

Just so you know. I used to live in a very remote area. If I saw a person off the road, (happened several times) I always stopped to assist, by MY CHOICE. I even helped a few people that were known shitheads.

She didn’t get aggressive at all. She was a small kid and quiet, it helped with her self confidence and being assertive.

in lots of places it is a crime to be deliberately indifferent if you see/ignore someone in distress/injured. bare minimum you are required to report the issue. i guess you could try to be like Pontius Pilate and wash your hands of any responsibility. not sure that would play out in court.
