10 of the senior status judges are conservative and only 3 are liberals. That would make 23 conservatives and 19 liberals. Even if you went by the 16-13 it was still flipped because it must have been 16-3 or 26-3 (depending on if the 10 new conservative ones are new or replacements of liberal ones who retired or left)
The link didn't explain that when they have the 3 judge review panels they randomly select the judges to make up the panel. Having more conservative judges to randomly select from greatly reduces the odds of the panel being made up of 3 liberals or 2 liberals. It can now easily have a conservative majority.
So the democrats can no longer rely on the 9th circuit court. The odds favor the republicans now.
Learn the difference between "Active Judges" and "Senior Judges" and what roles they play. Dems still control that court when it comes to deciding the big court cases.
