The article on the CE site says proposals , with no evidence that it has been done in practice.
The first picture is of a test aircraft full of water barrels , the standard way of testing new planes , simple to shift weight with pumps to stress test airframes in flight , similar pictures exist of other planes and are readily taken as evidence of evil by people who know nothing about the industry.

Truthstream media,s youtube clip is the same as a hundred others , a complete delusion that mistakes contrails for an evil government plan.

None of the trails shown on any of them cannot be explained as contrails , a subject which was heavily researched by the military before radar became standard , if it was a plot it would be done in a way that could not be seen.

With the huge increase in commercial flights it is no suprise there are more of them , if every plane left a contrail it would blot out the sky in high traffic areas , dependant on temp/altitude/humidity only a percentage leave them.

There are no extra tanks or injectors on commercial aircraft , it would have to be in the fuel , besides wrecking jet engines samples have been analysed and found nothing unusual.

There are many pictures and films from WW2 and earlier that show all the types of contrail that are deliberatly mistaken for chemtrails now , by sites and individuals with their own agenda , includeing persistant types that spread out into cirrus clouds and intermittent , modern jets cause larger and more contrails than piston engines and now fly higher for fuel economy.


The rest of those links refer to proposals , patents and potential action in the future to mitigate GW , nothing about chemtrails that have supposed to have been around for the last twenty years.


A patent means nothing , there are thousands from free energy devices to starships , none are in use.


If you wanted to poison a population you would not do it from 30 000feet with an aerosol , it would take months to come down and land a thousand miles away.

And you would not use relativly harmless aluminium and barium , which are present in the environment in apreciable levels already.


Chemtrails seems to be an entry level conspiracy theory , suckers gullible people in who then move on to the rest of the crap the sites promote.

The maths and science behind contrails is hard to understand , guess its easier to just blame the government.

VANCOUVER, Canada - As continuing chemtrail activity culminated in massive aerial spraying over Vancouver Island and Washington state March 20, 2002, and broadening plumes once again fanned out to haze clear blue skies - Air Traffic Controllers at major airports across the United States expressed concern over the emissions constantly showing up on their radar screens.

These radar returns are the signature of the fine aluminum particles found in laboratory tests of chemtrail-contaminated rain taken in Espanola, Ontario in the summer of 1999. The lab analysis found reflective quartz particles in the chemtrail fallout -- and levels of aluminum FIVE TIMES higher than Ontario's maximum permissible health safety standards.

In a fourth interview with reporter S.T. Brendt last week, Deep Sky stated that Air Traffic Controllers at Chicago's O'Hare airport, all three major airports in New York, Los Angeles LAX, San Francisco, Atlanta, Cleveland, San Diego, Washington DC's Dulles and Jacksonville, Florida, were being ordered to route airliners beneath formations of Air Force tanker planes spraying something that regularly clouds their screens.

Every controller, without exception, is being told to divert traffic due to military exercises , and to bring in traffic lower because of experiments that may degrade their radars. The controllers at Cleveland's airport were surprised by the extent of obscuration on their radars.

Chemtrail scientist breaks silence

Ohio is the home of Wright-Patterson -- the air force base working with electromagnetic and weather modification technology. A scientist working at Wright-Patterson recently told reporter Bob Fitrakis that two different projects are being conducted.

One involves cloud creation experiments to lessen the effect of global warming. Other chemtrails are connected with the military's extremely high-power Radio Frequency beam weapon in Alaska called HAARP.

The scientist claims that the two most common substances being sprayed into chemtrails are aluminum oxide and barium stearate. When you see planes flying back and forth marking parallel lines, X-patterns and grids in a clear sky, that's aluminum oxide, according to the scientist.

The goal is to create an artificial sunscreen to reflect solar radiation back into space to alleviate global warming. In some cases, barium may be sprayed in a similar manner for the purpose of high-tech 3-D radar imaging.

A BILL
To establish the Weather Modification Operations and Research Board, and for other purposes.
1.
Short title
This Act may be cited as the Weather Modification Research and Technology Transfer Authorization Act of 2005.
2.
Purpose
It is the purpose of this Act to develop and implement a comprehensive and coordinated national weather modification policy and a national cooperative Federal and State program of weather modification research and development.
3.
Definitions
In this Act:
(1)
Board
The term Board means the Weather Modification Advisory and Research Board.
(2)
Executive Director
The term Executive Director means the Executive Director of the Weather Modification Advisory and Research Board.
(3)
Research and development
The term research and development means theoretical analysis, exploration, experimentation, and the extension of investigative findings and theories of scientific or technical nature into practical application for experimental and demonstration purposes, including the experimental production and testing of models, devices, equipment, materials, and processes.
(4)
Weather modification
The term weather modification means changing or controlling, or attempting to change or control, by artificial methods the natural development of atmospheric cloud forms or precipitation forms which occur in the troposphere.
4.
Weather Modification Advisory and Research Board established
(a)
In general
There is established in the Department of Commerce the Weather Modification Advisory and Research Board.
(b)
Membership
(1)
In general
The Board shall consist of 11 members appointed by the Secretary of Commerce, of whom—
(A)
at least 1 shall be a representative of the American Meteorological Society;
(B)
at least 1 shall be a representative of the American Society of Civil Engineers;
(C)
at least 1 shall be a representative of the National Academy of Sciences;
(D)
at least 1 shall be a representative of the National Center for Atmospheric Research of the National Science Foundation;
(E)
at least 2 shall be representatives of the National Oceanic and Atmospheric Administration of the Department of Commerce;
(F)
at least 1 shall be a representative of institutions of higher education or research institutes; and
(G)
at least 1 shall be a representative of a State that is currently supporting operational weather modification projects.
(2)
Tenure
A member of the Board serves at the pleasure of the Secretary of Commerce.
(3)
Vacancies
Any vacancy on the Board shall be filled in the same manner as the original appointment.
(b)
Advisory committees
The Board may establish advisory committees to advise the Board and to make recommendations to the Board concerning legislation, policies, administration, research, and other matters.
(c)
Initial meeting
Not later than 30 days after the date on which all members of the Board have been appointed, the Board shall hold its first meeting.
(d)
Meetings
The Board shall meet at the call of the Chair.
(e)
Quorum
A majority of the members of the Board shall constitute a quorum, but a lesser number of members may hold hearings.
(f)
Chair and Vice Chair
The Board shall select a Chair and Vice Chair from among its members.
5.
Duties of the Board
(a)
Promotion of research and development
In order to assist in expanding the theoretical and practical knowledge of weather modification, the Board shall promote and fund research and development, studies, and investigations with respect to—
(1)
improved forecast and decisionmaking technologies for weather modification operations, including tailored computer workstations and software and new observation systems with remote sensors; and
(2)
assessments and evaluations of the efficacy of weather modification, both purposeful (including cloud-seeding operations) and inadvertent (including downwind effects and anthropogenic effects).
(b)
Financial assistance
Unless the use of the money is restricted or subject to any limitations provided by law, the Board shall use amounts in the Weather Modification Research and Development Fund—
(1)
to pay its expenses in the administration of this Act; and
(2)
to provide for research and development with respect to weather modifications by grants to, or contracts or cooperative arrangements with, public or private agencies.
(c)
Report
The Board shall submit to the Secretary of Commerce biennially a report on its findings and research results.
6.
Powers of the Board
(a)
Studies, investigations, and hearings
The Board may make any studies or investigations, obtain any information, and hold any hearings necessary or proper to administer or enforce this Act or any rules or orders issued under this Act.
(b)
Personnel
The Board may employ, as provided for in appropriations Acts, an Executive Director and other support staff necessary to perform duties and functions under this Act.
(c)
Cooperation with other agencies
The Board may cooperate with public or private agencies to promote the purposes of this Act.
(d)
Cooperative agreements
The Board may enter into cooperative agreements with the head of any department or agency of the United States, an appropriate official of any State or political subdivision of a State, or an appropriate official of any private or public agency or organization for conducting weather modification activities or cloud-seeding operations.
(e)
Conduct and contracts for research and development
The Executive Director, with the approval of the Board, may conduct and may contract for research and development activities relating to the purpose described in section 2.
7.
Cooperation with the Weather Modification Operations and Research Board
The heads of the departments and agencies of the United States and the heads of any other public or private agencies and institutions that receive research funds from the United States shall, to the extent possible, give full support and cooperation to the Board and to initiate independent research and development programs that address weather modifications.
8.
Funding
(a)
In general
There is established within the Treasury of the United States the Weather Modification Research and Development Fund, which shall consist of amounts appropriated pursuant to subsection (b) or received by the Board under subsection (c).
(b)
Authorization of appropriations
There are authorized to be appropriated to the Board for the purposes of carrying out this Act $10,000,000 for each of fiscal years 2006 through 2015. Any sums appropriated under this subsection shall remain available, without fiscal year limitation, until expended.
(c)
Gifts
The Board may accept, use, and dispose of gifts or donations of services or property.

Stop emitting CO2 or geoengineering could be our only hope

The future of the Earth could rest on potentially dangerous and unproven geoengineering technologies unless emissions of carbon dioxide can be greatly reduced, the latest Royal Society report has found.

Geoengineering the climate: Science, governance and uncertainty (published today,1st September, by the Royal Society) found that unless future efforts to reduce greenhouse gas emissions are much more successful than they have been so far, additional action in the form of geoengineering will be necessary if we are to cool the planet. Geoengineering technologies were found to be very likely to be technically possible and some were considered to be potentially useful to augment the continuing efforts to mitigate climate change by reducing emissions. However, the report identified major uncertainties regarding their effectiveness, costs and environmental impacts.

Professor John Shepherd, who chaired the Royal Society's geoengineering study(2), said, "It is an unpalatable truth that unless we can succeed in greatly reducing CO2 emissions we are headed for a very uncomfortable and challenging climate future, and geoengineering will be the only option left to limit further temperature increases. Our research found that some geoengineering techniques could have serious unintended and detrimental effects on many people and ecosystems - yet we are still failing to take the only action that will prevent us from having to rely on them. Geoengineering and its consequences are the price we may have to pay for failure to act on climate change."

The report assesses the two main kinds of geoengineering techniques Carbon Dioxide Removal (CDR) and Solar Radiation Management (SRM). CDR techniques address the root of the problem rising CO2 and so have fewer uncertainties and risks, as they work to return the Earth to a more normal state. They are therefore considered preferable to SRM techniques, but none has yet been demonstrated to be effective at an affordable cost, with acceptable environmental impacts, and they only work to reduce temperatures over very long timescales.

SRM techniques act by reflecting the sun's energy away from Earth, meaning they lower temperatures rapidly, but do not affect CO2 levels. They therefore fail to address the wider effects of rising CO2, such as ocean acidification, and would need to be deployed for a very long time. Although they are relatively cheap to deploy, there are considerable uncertainties about their regional consequences, and they only reduce some, but not all, of the effects of climate change, while possibly creating other problems. The report concludes that SRM techniques could be useful if a threshold is reached where action to reduce temperatures must be taken rapidly, but that they are not an alternative to emissions reductions or CDR techniques.

Professor Shepherd added, "None of the geoengineering technologies so far suggested is a magic bullet, and all have risks and uncertainties associated with them. It is essential that we strive to cut emissions now, but we must also face the very real possibility that we will fail. If "Plan B" is to be an option in the future, considerable research and development of the different methods, their environmental impacts and governance issues must be undertaken now. Used irresponsibly or without regard for possible side effects, geoengineering could have catastrophic consequences similar to those of climate change itself. We must ensure that a governance framework is in place to prevent this."

Of the CDR techniques assessed, the following were considered to have most useful potential:
CO2 capture from ambient air this would be the preferred method of geoengineering, as it effectively reverses the cause of climate change. At this stage no cost-effective methods have yet been demonstrated and much more research and development is needed.
Enhanced weathering this technique, which utilises naturally occurring reactions of CO2 from the air with rocks and minerals, was identified as a prospective longer-term option. However more research is needed to find cost-effective methods and to understand the wider environmental implications.
Land use and afforestation the report found that land use management could and should play a small but significant role in reducing the growth of atmospheric CO2 concentrations. However the scope for applying this technique would be limited by land use conflicts, and all the competing demands for land must be considered when assessing the potential for afforestation and reforestation.

Should temperatures rise to such a level where more rapid action needs to be taken, the following SRM techniques were considered to have most potential:
Stratospheric aerosols these were found to be feasible, and previous volcanic eruptions have effectively provided short-term preliminary case studies of the potential effectiveness of this method. The cost was assessed as likely to be relatively low and the timescale of action short. However, there are some serious questions over adverse effects, particularly depletion of stratospheric ozone.
Space-based methods these were considered to be a potential SRM technique for long-term use, if the major problems of implementation and maintenance could be solved. At present the techniques remain prohibitively expensive, complex and would be slow to implement.
Cloud albedo approaches (eg. cloud ships) the effects would be localised and the impacts on regional weather patterns and ocean currents are of considerable concern but are not well understood. The feasibility and effectiveness of the technique is uncertain. A great deal more research would be needed before this technique could be seriously considered.

The following techniques were considered to have lower potential:
Biochar (CDR technique) the report identified significant doubts relating to the potential scope, effectiveness and safety of this technique and recommended that substantial research would be required before it could be considered for eligibility for UN carbon credits.
Ocean fertilisation (CDR technique) the report found that this technique had not been proved to be effective and had high potential for unintended and undesirable ecological side effects.
Surface albedo approaches (SRM technique, including white roof methods, reflective crops and desert reflectors) these were found to be ineffective, expensive and, in some cases, likely to have serious impacts on local and regional weather patterns.

Advancing the international governance of solar geoengineering


The Solar Radiation Management Governance Initiative (SRMGI) is an international NGO-driven project that seeks to promote the good governance of solar radiation management (SRM), one form of geoengineering. SRMGI is neither in favour of, nor against, SRM geoengineering and research, since it is impossible to tell at this stage whether the technology will be helpful or harmful. SRM is a controversial issue that has potentially serious global implications, and SRMGI believes that multi-stakeholder discussions, alongside international network building, will strengthen humanity’s ability to handle the issue.

SRMGI is engaging with a wide variety of experts and organisations from across the globe to expand discussions of SRM. It has a particular focus on bringing in perspectives from the developing world and emerging economies, as early discussions of SRM have so far been dominated by experts from developed countries. In partnership with local NGOs, SRMGI has organised workshops in Asia (India, China and Pakistan), and in Africa (Senegal, South Africa and Ethiopia). As well as expanding the conversation geographically, it is also seeking input from a wide range of disciplines including natural and social science, governance, law, environment, and development.
