If you look at the history of Russia it is not surprising that they do not behave like western Europe. As late as 1917 they had a Feudal system of government. It was very oppressive to the common man and then it was taken over by Communist. Communism is another form of oppressive government. And under Communism you had shortages of everything, so organized crime flourished in every corner of the USSR to meet the needs of the people. When communism fell, the organized crime continued. There is always some kind or contraband and a organized crime system fells those needs. So most people from Russia and the former USSR are just used to oppression by crime lords or a government body (that appears to be corrupt as well). Once these people come to a place that allows more freedom they go a bit nuts. You would not see this happening in Sicily where organized crime still exist. I was told when I was in Sicily to be very careful when it comes to meeting women. If one of the mob characters were interested in her you could disappear.
