conceptually.... the computer tracking system would be able to alert stores of customers AND patients who have already purchased their daily "allotment"

that ain't happening....
i think this is a loophole purposefully left open, like the jaws of a bear trap... let the dispensaries and customers/patients think all is well with selling WAY OVER the limit... then SNAP, the trap slaps shut on those trying to sidestep regulations.
Interesting. I don't think it's that at all. Tourists have the same street possession limit as residents. Obviously, then, they have the right to obtain that limit, even if they engage in 4 transactions to do it. With no way to know, merchants can't be held liable for what the customer possesses, anyway, but rather only for the conduct of a given sale. It's all cash, & no customer records are kept other than video. It's like beer. You might have to show ID, but nobody writes anything down. Come back an hour later, and the guy won't even recognize you. At least he'll say he didn't, and nobody can prove it's not true.
