PC fans are crap at sucking air through a restriction. However there are high power 120x38mm pc fans which are somewhat better than 25mm thick varieties. Also, with a CFL grow done right, temperatures shouldn't be that much of an issue, as long as you have enough airflow to keep the plants with a nice supply of co2.
There are also a few tricks you can do with pc fans to make them better for the job in hand. For a micro grow, PC fans RULE because they're so easy to work with, quiet, etc. With the correct fan setup I am sure a really good extraction array can be made with them. I wouldn't want to use them with a big shop bought carbon filter on a big HPS grow but for micro growing, I, as someone who has used PC fans against restrictions for many years reckon they're what we need. DO get the big ones though people, 8cm ones are useless for anything other than intake.
At some point in the future I am going to post a thread with my design for a decent flowing extraction system using PC fans.
