I think the quirky funny mostly cheerful characters on TV are like virtual friends.
Part of the psy-op of American media is the use of a character like 'Abby', on NCIS. Then using product placement frames (in the video) to promote the existing "Zeitgeist" (summation) of psy-ops.
For example the scene where they have an Israeli flag on Abby's desk during a conversation. During the entire conversation the camera is circling around on their special gimbal'ed camera holder. It's about a 2 minute scene.
Just a little scene to promote the notion that Israel the Destroyer is "our friend."
