So anybody know who eats the cost of custom confiscated packs of seeds? Is it the breeder, the seed bank, are they insured?

If you look at their shipping base price is 14$, the guaranteed "insurance" is another 13$ and change. So in a way every order that makes it pays for the ones that dont.

You're not reading that right. Make a trial run with the cart, select shipping options- the guaranteed delivery price of shipping to me totals $13.35. That $14 fee only applies in Europe, I think, as an alternative method.

I just received two orders from two different places this past December. This may be complete superstitious BS, but I believe it's a numbers game. Like winning (in this case losing) the lottery. I try to order in December when the mail volume is at its highest. And I NEVER order stealth shipping, as there are MANY more envelopes in the mail than packages. The more customs agents have to inspect, the less likely they are to find a particular package. At least that's what I think.

I think we see it more for the 'tude simply because they're easily the biggest, not because Customs has them dialed in any better than the rest.
The only reason it works at all is because it's like finding a needle in a fast moving haystack & because it's not a big priority compared to all of the truly dangerous stuff people try to send through Customs.
The way they deal with it indicates that it's part of the job, a nuisance part they don't pursue past confiscation & the notorious form.
