Colorado House Bill 1284

So my question; why hasn't Ritter signed this yet? From what I was hearing last week we were all doomed days ago and it should have been a very quick in and out from his office into law. Is he stalling because of certain provisions contained within it, or is he just busy with other pressing matters? If he's stalling because he doesn't agree with parts of it we may have another opportunity to sway the issue
 
yep fella's and lady's grab your balls because there coming for you next. i haven't said anything on hear yet, but i also got raided last week along with 7 other local medical grow's. bastards bashed in several of my doors doing a couple grand in damage. luckily i wasn't behind one of those doors getting demolished. after all was said and done they called me back to the shop to try and secure my door's. they must have taken a buch of pics but the only thing they confiscated was my computer running my video survallence. i was told by a good source that on the first of june they were going to start hitting houses pretty hard.

I've been wondering why it hasn't been signed yet myself. I've heard that the gov agrees with the AG in that there should be no dispensaries, period. Although it is a shit show, 1284 does give a legal framework for disp. to work in. The right wingers really aren't happy bout that. I wonder what kind of time frame there is for the gov to sign it. Could he just sign it on his last day in office? Could he sign it the day after it is supposed to go into effect blindsiding those waiting to see what is going to happen? There are some important elections coming in November, it's not too early for political posturing, especially in a known MJ friendly state. If it doesn't happen soon I wouldn't be surprised if it gets signed the day after the elections.

I also wouldn't be surprised if it hasn't been signed b/c they intend to close all of the Disp's and not give them a legal framework to operate in. I heard somewhere (on here I think) that if the legislation didn't come up with regulations in this session they would interpret that as no regulations = disp not allowed. Well the legislators got it in under the wire yet here we are wondering why it hasn't been signed into law yet.

At first we hear Ritter is gonna sign it, now we see him staling and raids taking place, so my question is: if they didnt intend for dispensaries to open when A20 went into effect and now they are saying that caregiver to caregiver is illegal, what exactly did they expect to happen?

But if the bill says July 1, 2010 is the deadline for paperwork and yadda yadda, what happens if he doesn't sign it until early august? or june 29th? do they have to set a new deadline so that people have a legitimate period of time to comply with the new issue. Something just seems a little bit illegal to me about enacting new regulations and giving people only 48 hours to comply

I heard the other day from a few people that know more about law than I do that basically Ritter has 30 days from the end of the legislative session to sign it. If he doesn't sign it, they were saying it just automatically becomes law unless of course he uses a veto. So perhaps he is just having last minute issues with signing and realizes that if he just does nothing it automatically becomes law in 30 days. Then nobody can blame him personally because he didn't sign it. Just my thoughts...

Sorry to hear that but I agree that many more are coming shortly. I also think it's funny that the Springs PD said that they were targeting illegal ops and that the raids didn't have anything to do with HB1284.... yeah... sure. Good to hear that from someone other than mainstream media indicating it wasn't an illegal grow as the PD stated.

A new marijuana policy could make it legal for individuals to posses up to 15 grams (0.5 ounces) of the drug in the German capital. The regulation would make Berlin among the most cannabis-friendly in Europe.

Berliners have long enjoyed their city's soft stance on marijuana. It's not uncommon to see someone taking a deep drag on a joint in a city park or rolling one in the back of a café.

Now, though, the German capital may take a further step toward becoming one of the most weed-tolerant in Europe. The city-state's top health official told SPIEGEL that she plans to raise the amount of marijuana and hashish one can possess to 15 grams (0.5 ounces).
German federal law prohibits the possession of marijuana beyond a "small amount" but leaves it up to the states to determine exactly what that amount should be. Most states, including Brandenburg, which surrounds Berlin, define a "small amount" as 6 grams. Until now, Berlin has allowed the possession of 10 grams.

With the regulation set to expire, Katrin Lompscher, the city's top health administrator, is soon to sign a new regulation increasing the amount. She says the success of the 10-gram rule warrants an increase, though her office, despite repeated requests, have declined to characterize that success.

Not everyone in Berlin is pleased with the plan. Lompscher's far-left Left Party is the junior coalition partner in the Berlin city-state, paired with the center-left Social Democrats (SPD). The Left Party has long advocated a legalization of cannabis, but Stephanie Winde, a spokeswoman for the Berlin SPD, told SPIEGEL ONLINE that the Left Party hadn't discussed the 15-gram policy before going public. The SPD, she says, would prefer to be part of a joint decision on cannabis policy.

I take part in joint decisions all the time!

^so lets tell him if he doesnt veto it we will protest in front of his house in shifts everyday after he is out of office. Just for the sake of disrupting him and his family's lives, just like this bull shit bill will hurt so many colorado families. write to him "we will annoy you the point of insanity and then suicide, if you wanna let this bill though, you dick."

I know federally if it isn't veto'd by the president within 60 days it's called I think a pocket veto, which means if it isn't signed into law within 60 days it is NOT passed, try again.

Correct. I think the same happens for local gov't as well.

I am looking to start a dispensary in Colorado. Looks like I am going to have to start small and build up very, very slowly.
