It doesn't exclude growers. You just have to be a caregiver to grow. I didn't have any trouble becoming a caregiver. I doubt anyone else did. What's the big deal?
If you don't like rules and regulations, go underground. You can't just have a free pass all the time.
If you don't think 5 patients is enough, then change your style of growing and adjust to the times. Jesus... you think all this bitching helps? If this bill is really for who we all think (and know) it's for... then there's nothing we can do to stop it. What the fuck does everyone think this is? The fucking circus? No! It's a corrupt government that's been corrupt and will stay corrupt in the interest of financial gain.
I completely acknowledge how many hoops we'll be jumping through, but that's life man. Everyone knows the massive influx of out-of-state bastards and the bottom-less greed of the long-time residents has blown this industry to pieces, and the damage can't be avoided. You don't get to have this much attention, and then have things go back to the way they were before.
Not to mention, why do you care about mega dispensaries? Of course it's fucked, but so is wal-mart. And you can't stop either, for the same reason. Too much $cash$ flow. If you wanted to stop this, you'd literally have to start killing people. The only thing that trumps cash, at least in politics, is death. I know that sounds terrible, but I'm just trying to highlight how helpless your attempts at changing this are.

Hmmm, have you guys actually read the bill? There's a lot of sketchy stuff in there that I really don't like, but I think they also included some rather useful stuff also. I don't think the bill is 100% designed to screw us over.
