whilst price is often reflective of the number of hands a product has passed through, hence the number of people that take a cut,, risk in relation to price doesn't really come into it.
it cost the same amount of cash to send seed to Canada, S. Africa, Australia, the USA, the UK or France (in small quantities). the only risk is that the stock might not ever arrive at its destination... (this is always the case).
However, even then, the only difference between HM Customs, and let say US Customs (for example) is that HMCustoms tend to give us our seed stock back whence they've looked at them (courtesy slip attached),,, whereas US Customs dont!
For this reason, many folk refrain from sending seed stock to the US
