Several universities in Kentucky was legally allowed to grow experimental hemp crops in 2015. They ordered the seeds from Italy; but the Customs people held up the order. They finally allowed the seeds in. Everybody was afraid that the planting season would be delayed before they got their seeds.

One university decided to get hemp seeds from California and not wait and not use the Italian seeds. It was my old school, who's motto is:

"Not knowing is half the fun"

Sounds like you found a legal loophole. Now you have to get yourself a goldfish bowl and a goldfish.
Then you can get a tractor with a plow and grow an acre of hemp.
