Well, on the topics below, an excellent way to save on electricity (outside of the summer months) is to run the lights during the coolest 12 hours of the day. Many times the air outside at night can be well cooler than the air you'd get from an A/C unit, and a fan pulling .12 amps is far less electricity than an A/C unit.

Pay it. On time every time. And then roll it into a joint! They want their money. You think a utility is going to turn over their best customers unless asked. I bet most utilities LOVE pot growers because they rake it in.

This one is tough. Be efficient. Make sure that your rooms are sealed, so as to not waste any atmosphere control. Pottery kilns absorb absurd amounts of energy. A kiln and some pots from the thrift store will help tell the tale.

The biggest tip off to neighbors that something is awry is when they can tell you don't live there. Don't let the mailbox fill up. Be seen throwing normal trash away. Talk to the neighbors. Don't come and go at suspicious hours.
Totally furnish the front room. Make the appearance match that of your own. If you have dreads down to your feet and your furniture looks like you raided grandma's yard sale, someone will notice.
Don't keep all the blinds closed all the time. Get some light timers and lamps and have them go on and off at random times so as to look like someone is in there. Change the settings regularly.
Spend time working on the front and back lawns when others will see. This is good to gain confidence in your neighbors, and the upkeep of the rental must be IMPECABLE.
4)Things to look for in a rent?
Have your entire grow op planned out BEFORE you go looking for places. Know what kind of system you are going to use, how many plants, how many vents (in and out) you are going to need, how many lights, the foot prints of your lights, etc.
Then when you go look at these places, ask "will this work?" If you plan to do 20 ebb/flow tables, how are you going to get them in the door without the whole neighborhood seeing. Remember that there is NOTHING more suspicious than young men doing lots of loading/unloading at odd hours of the night. Will the layout of the house work? Are you going to have to vent out a window that is three feet from the neighbors yard? Are your fans going to be heard from the property line? How visible are any of the growrooms from the property line? Will you be able to fully kill all light leeks? If you are going to run 30 DWC buckets in a townhouse, will the people beneath you be kept up at night by the rumble of 30 pumps?
Find a location that will suit a growing method you are aleady skilled at. Picking a location and then a method to suit it never goes well.
Make sure the location fits your personality/appearance. If you are a 22 year old with no job and you have $5000 cash to put down as 1st month's rent and security deposit on 3 bedroom unit, and don't have any roomates, that screams suspicion. Inversely, if you are a well groomed 35 year old white guy that wants to rent a beat up shanty in the ghetto, be warned.

If you can't keep your mouth shut about your grow, what makes you think the stupid company you keep will keep their mouth shut either. However, I see the whole "Don't ever tell anyone you are growing" as effective as "Don't ever do any drugs EVER!" How did that go for all of us? Absolutes far more difficult to enforce than rationale. Rationale says "Be aware of the power weilded against you by anyone aware of your grow."
Knowledge of your grow can be both powerful and dangerous for anyone who possesses it. Realize how easy it would be to blackmail you for 1/2 the crop in exchange for not turning you over to the police. Or how easy it would be to steal the whole crop. And then this brings in that issue of some kids getting seen breaking into your house, a do-gooder neighbor calls the police, and then where does that get you?
Knowledge of your grow can be extremely dangerous too. Let's say they think they are all cool and go telling their freinds about this 5KW grow they just saw and how in one week there is going to be $30,000 worth of top grade dank ready to chop down. A couple tough guys could catch wind of this and essentially torture the location and info of your grow out of them. It has happened before. Also, think about how you would feel if this person was put on the stand in court and then had to choose between turning in their friend, going to jail on perjury charges, or being held in contempt of court. Once you put this information in thier hands, you have put them in this position. Be careful.
6)the benefits of growing in a rental rather than your own home
Well, really the only benefit is that here in the US if you own the home you are growing in, the govt can seize the home, and you are still left with the mortgage. That being said, if you take the proper precautions, owning the location takes many factors out of the location. I honestly feel like the landlord finding your grow, and then turning it over to the cops, is far more of a danger than the cops finding it on their own. The police are bound by all sorts of probable cause and search and sezure laws. A landlord really could walk into your place at anytime unnanounced and peek around. FYI, that clause in your contract that says they need to give 24 hours notice will not get the charges thrown out of court.
7)how to save electic cost, techniques
Immediately equip the whole house with CFL's in every light. That will cut the lighting costs in 1/4. If you are not living there, unplug the refrigerator. If you are living there, unplug the big one and get a tiny one. Those take far less energy too cool. I know one guy that lived out of ice chests in his house for a year. If you have an electric water heater, turn it way down. I know one guy who got a membership at the nearest gym and showered there for two years. His water heater was off the whole time. Air cooled lamps will save ENORMOUS amounts of cooling costs.
