It's symbolic of people who nip at heels like a bothersome tiny, yipping dog, with disingenuous comments that are seemingly meant to foster discussion over points when they manipulatively post comments that are outright obfuscation or dishonest. Nipping at heels in an annoying sort of way. I would've preferred to find a similar video of a Pekinese, but the chihuahua will have to do.
