You don't need the cap if you're growing in the home. Residential power rates are based on use, not draw. Your cap-less ballast will draw enough load to strike the bulb and return the unused draw to the wall. I've been running a security light w.o a cap for 5 years straight. No reliability problems so far.
Sugarbear's remote diy also has a diagram for cap-less and cap models. You could buy one of those inexpensive kits w/o the cap and still add a cap if you want. The thread lists the size you'd need, the diagram makes the wiring easier. Best wishes.
