You would need to broadcast this "propoganda" to the masses. Make some real tv program about some americans with dreads building some village in africa from scratch, with the emphasis being on america! great land!, helping others, teamwork, etc.

Gear it somehow toward older americans, who are surely not going to ever watch such a program.

and/or.

Collect, organize your political movement machine, with common goal(s), use some of the funds to acquire control of all hair styling operations (barber/salons) throughout the world, first targeting larger cities, business capitals, etc.
(At this point the collective must decide on whether is is a global battle, or smaller with potential down the road). and no matter the haircut chosen by the customer. Dreads are induced, weaves even installed for those with shorter hair.
