I know holland outlawed cannabis seedbreeding in their country but I know allot of companies still work out of holland although many have or at one time worked out of spain where marijuana is legal in private but what about cultivation and seeds there? ive also heard basque country is more tolerant than the rest of spain . and now im hearing argentina decriminalized marijuana. if you were to start a seed company where would the safest and most tolerant place to do it be?

ive heard private use is legal but growing is only decriminalized. so if one was to grow out 1000 plants and get caught would it make sense to the authorities if you told them you were growing them for their seed and that none of the marijuana would either be given away to friends and family for free or burned. what are seed/seed sale laws like over there?

I have no idea about what ramifactions 1000 plants would have. If you were to be busted with 1000 plants and said, "they're for my seed business." You would've just admitted to breaking the law.

From what I've seen and read about, growing for personal use is allowed as long as you're not bothering the neighbors.

In Spain if you've got more than a few plants you'll be breaking the law and could face prosecution. If you're breeding plants you need a lot of space, plants and freedom - it can't be done right on a small scale.
Setting up a seed company can't really be done legally anywhere. And as the Marc Emery thing has proven, selling seeds is considered selling drugs to the US (and prob soon the UK) so you need to be careful you don't get their attention.
Options you've got include:
Finding a place you can bribe the police to ignore things (India, big chunks of Asia, select areas of middle east).
Try a disputed area in which you reach an agreement with the locals to let you be (Sri Lanka, India, Indonesia).
Or simply taking the risk and doing it in a country where it's dangerous, but not really an issue the police bother too much about (possibly Spain, Asia, bits of South America).
Any which way - make sure you have an escape plan and a bribe account. This world looks unfavorably on those who try and make free medicine. To do so, you gotta take the risks.

netherlands and spain...imo....it is not legal of course...but more or less ok...if you get set up in any uncivilized country...u might just get thrown in jail or even worse

It doesnt really matter where its most legal for you to sell seeds if its illegal to sell them from the country you are from. Its not like you can put marijuana seed seller on your tax forms every year. Seed selling is kids play compared to tax evasion.

most important distinction is between ''breeding'' and ''selling'' since they are different things in different countries....if you are serious about wanting to breed and then sell those seeds.....you have to search somewhere for these answers besides on a forum like this....i don't think many ppl will give out such secrets online...imo

you should grow in pakistan. its legal technically since it grows everywhere and most people dont even know anything about it. more importantly, the local cops dont care as long as ur giving em a bribe on a regular basis. ill hook u up with a really cool cop in karachi thats a DSP with 3 police stations under him that;ll just want u to make hash for him as a bribe. shit, he;ll even post guards on ur property. no joke

you probably wouldnt want to do anything indoors since there are a lot of electricity problems with power outtages and shit. outdoors is the way to go. there are semi rural places available for a dime a dozen (comparatively) that arent far from the city where nobody would bother you. i am not sure what you mean to apply with the govt to grow. they are pretty ignorant about growing and take it for granted since all u have to do is go up north and its growing everywhere--even the sides of roads. 15 hours of sun in the summer time and around 11 in the winter time... so outdoors is too good of an opportunity to pass up
