they are much too open not to be operating above board, so i will accept that they are operating on a non profit basis, ie, profits are used to pay salaries, running expenses and the rest put back in. i'm sure the audits they have had would have closed them down if they were not playing according to the rules. to be honest for the huge risk they are taking (with federal leo) it seems nuts not to run at a profit, but then again they must give them selves some decent salaries and as soon as they are run for profit they'd be in greater danger. catch 22.
