Nope, not at all-- It is like SB420 Amending Prop 215...it was fucked for a minute, because of 420's plant limitations...until SCOTUS clarified that a Legislative Amendment may ad to a Prop...but not limit it--
In other words...if voted in, an Amendment may up the garden size from 25 sq ft, to whatever...but it cannot lower it--
Likewise with possession, etc--

lol dud every angle has been looked at here. If all you want to do is grow some smoke for yourself you have no taxes to pay. If you want to play around with a large grow there will be some taxes and licensing you will need to deal with.
