The first thought that i had about not subjecting potential military recruits to testing is that if the US ever wanted to re-enact the draft, nearly everyone who didn't want to be drafted could smoke a dube before the physical. This of course, had me wondering if there were any rumors of starting the draft back up.

I don't see how they can add this type of amendment to a spending bill, yet cannabis remains a controlled substance schedule 1. They refuse to hear and vote on bills on acual cannabis reform and choose to allow the Judicial branch to do the legislative duty by calling it "rule making".

It doesn't seem right to talk to the Enforcement arm of the Judicial branch (DEA) and submit comments publicly, or supposedly anonomyously, because they are the corrections guys, seems like it would be intimidating for the public to have proper input. Instead of working with representative legislators who can hold open hearings with full transparency to the public, we are forced to work with the DEA for legislative matters.

The lawmakers think they are keeping their hands clean off this "hot potato" issue, but in my judgement they are failing at their duty as lawmakers by passing it off to an unelected beaurocracy to make the decision. The Unelected DEA are looking to the 1961 Single Convention on Narcotics treaty which many nations have pushed against by fully legalizing cannabis. The treaty was changed a few years ago to allow medical use. The DEA is not representing the people. They are submitting the world goverment/ treaty authority and looking at doing further research which will be biased.

I think this spending bill amendment to allow VA to recommend cannabis to veterans could provide legal protection in court for people in states without legal cannabis.

Are they giving the military the freedom to use cannabis and not the rest of the american public? The veterans fought for the freedom of all the american people. They should allow all doctors to make those recommendations.

This is the first time in over 5 decades (50 years) that there has been an opportunity to support cannabis reform at the federal level.



Sample letter text:


I am providing comments in support of the reclassification of botanical cannabis (Docket No. DEA–1362).

The Department of Health and Human Services appropriately concluded that cannabis “has a currently accepted medical use” and that its abuse potential does not warrant its placement as either a Schedule I or Schedule II controlled substance.


HHS reached this determination because there exists a widespread understanding in the medical community that cannabis has a legitimate use in the treatment of specific conditions, including pain, and that it can be administered comparatively safely under medical supervision.


Thirty-eight states regulate the production and sale of botanical cannabis and related products to eligible patients. An estimated six million patients currently participate in these programs, as do some 30,000 healthcare practitioners. Many of these state access programs have been operating for several decades. No state has ever repealed patients’ access to plant-derived medical cannabis products. This is clear evidence that medical cannabis can be regulated safely and effectively, and that its public health benefits far outweigh any costs.


Nationwide, 69 percent of practicing clinicians believe that cannabis has medical utility, and more than one-quarter acknowledge having recommended cannabis to their patients, according to 2022 survey data compiled by the US Centers for Disease Control and Prevention. In addition, several medical societies and associations, such as the American Nurses Association and the American Public Health Association, are on record urging the federal government to “move expeditiously to make cannabis available as a legal medicine.”


Cannabis possesses a superior safety profile as compared to many other controlled substances and it clearly does not meet the strict requirements of either a Schedule I or a Schedule II controlled substance. Specifically, HHS determined, “The risks to the public health posed by marijuana are low compared to other drugs of abuse,” such as benzodiazepines — a Schedule IV drug, or alcohol, which is unscheduled. HHS concluded, “No safety concerns were identified in our review that would indicate that the medical use of marijuana poses unacceptably high safety risks for the indications where there is some credible scientific evidence supporting its therapeutic use.”


In conclusion, cannabis clearly does not meet the necessary criteria of either a Schedule I or Schedule II controlled substance. While I believe cannabis should be removed from the CSA altogether – thereby harmonizing federal cannabis policy with those of most US states – I nonetheless do not oppose the factual basis underlying HHS’ recommendation to move botanical cannabis to Schedule III or lower. It would be arbitrary and capricious for the DEA to reject HHS’s findings of fact and to maintain existing prohibitions of the cannabis plant.

I have been busy contacting my representative legislators for years. I usually just send the pre written letter. I wouldn't bother spending too much time because I'm not sure if it makes much difference. Maybe it does.

At least it will make you feel better telling them what you think about the system. I have done that recently, but it gets old and seems like talking to a brick wall. Sometimes they respond, but its usually a stock generic response.

They are re-scheduling cannabis, but it still will make it illegal for people who need specific strains they'd like to grow. Everyone should be able to use it as medicine. Deschedule.

CBD stops seizures sometimes, and there are still people in your organization that believe cannabis has no medicinal qualities. How many of you have kids with epilepsy? How many of your DEA coworkers have kids with epilepsy? Do you care that there is help possibly but your ideological faults have withheld their freedom from the affliction? Probably not, in fact you'd rather come destroy my life cuz i grow the plant and say things you don't like. Well, the fact we are here now shows it took countless good people telling all you evil people you can't say it has no medicinal qualities...in fact it may have more than we ever knew that can help mankind and it isn't sythentic. I for one am proud of my 2 arrests for possesing this wonderous plant, proud i never destroyed the lives of people just having a carefree night with friends...no...i was the life you destroyed.
This plant was labeled as dangerous as cocaine and meth, and now it's all over america. You ever lose sleep wondering what else your logic has wrong?
I support rescheduling of cannabis, and i support pardons, expungment and exoneration for those of us who suffered bringing this moment forward from the dark.

Thats beautiful! Its a must to highlight some of the spectacularly wonderful medical properties cannabis can have. Its a miracle plant!

Sorry you had to go through all that for a medical plant. Great letter! Hope it makes an impact, these people have to consider the damage they are causing the society they are serving to protect. Thanks for sharing and thanks for submitting!

Hopefully it was anonymous, or did you comment with your personal info so they knew you were a citizen?

Seems like a positive step. It does also align with the probable Sched III change since from a federal perspective only medical professionals will be able to prescribe cannabis and only for medical use...
