The goal is to lower the tariffs to zero by eliminating all trade barriers. If the EU raises their baseline tariffs, the only thing that happens is the U.S. side increases at the same proportion.

Beyond tariffs or sector specific countervailing duties, the removal of China to use the $800 de minimis exemption will destroy their economy. There is no way for manufacturers in China, marketed into the USA, to be able to survive if they are forced to collect and organize the requirements for U.S. custom and import duties. They will simply dissolve and manufacturing will return to the US.

The former presidential administrations (both parties) from Jimmy Carter to Ronald Reagan, to George HW Bush, to Bill Clinton, to George W Bush, to Barack Obama and forward to Joe Biden, all of them purposefully and with specific intent taking apart the U.S. manufacturing base through trade and economic policy.

I believe the good professor is spot on with his assessment.
To respond to your question as to why. He does so because he understands his options well, and he wishes
to spend his final days in the White House, rather than being shuttled from one courtroom to the next, dealing
with his various legal issues. Of course, it is possible that I may be quite mistaken.

Even if by some miracle that could in fact be done, it would not negate the fact that it was our republican
brethren who chose to have the jobs shipped overseas in the first place, resulting in the American dream of having one's kids do better than we, being undone, for several generations.

Remember back when they first spoke of shipping not just the jobs, but the factories overseas. They used
to speak of retraining programs for the American workers, so we could all make far more in the high tech
sector. Of course that was merely in the promise them anything phase, once the ball got rolling, that was
forgotten all about. Of course there were quite a few tech schools that opened up, allegedly to fill a need.
Whose need would that have been, as they all seemed tailored to take advantage of federally backed
education loans, which sadly just left the "students" screwed and stuck with loans they could not pay, as
the whole thing was a scam. Sadly even DJT, wanted in on that fraud.
I am not sure that a background in economics is required to see that a generation ago one earner could
support an entire household, now it takes several, and we have a media that tells us on a regular basis,
that it is our own fault.
