wow, lazyman, that is quite an amazing argument for getting a TOU meter! Not so sure about bs'ing the low-income part, from a karma perspective...but man, that is some cheap electricity.

FWIW, my electric co just informed me that they will start requiring TOU meters for anyone who has averaged more than 3000KWh/month for a year, so now it really is just a matter of time for me.
