Our 16 year old female does the same thing. Both tapping with her tail or if I don't respond, by rubbing her head on my leg.
Is the tail snap something that Sweet Melissa has always done or is it a more recent doing?
Your the second person I've heard that from, I wonder if that is unusual habit or if many cats do it. To me it seems to be a sign of affection, what do you think GW?

She's always done the tail snap and I see it as a sign of affection and an attempt to draw my attention.

As I understand it, the head rubbing is both a sign of affection and marking me as hers with her scent.

I read an interesting theory that the reason that young dogs/wolves are so cute, is to make the adults feel more protective and keep them from killing them over some of of their antics.
I think the word is 'neoteny'
