Oregon secretary of state plans to audit marijuana program

Oregon's enforcement of marijuana production and sales will get its first audit from the secretary of state.
The audit will offer an official look at how well Oregon regulates its marijuana program, which is run by the Oregon Liquor Control Commission.
The audit will look at how the state keeps track of the largely cash-based industry, including the effectiveness of its financial regulations, whether regulators are keeping close tabs on the amount of marijuana produced and whether the state provides timely and appropriate guidance to marijuana businesses.
In a letter over the summer to Gov. Kate Brown, U.S. Attorney General Jeff Sessions raised concerns about how effective the state has been in cracking down on the notorious black market for marijuana. Sessions will be in Portland on Tuesday, scheduled to talk to law enforcement officials about immigration and other things.
A draft of an Oregon State Police report from earlier this year concluded that the state remains a top cannabis source for the black marketin and out of the state.Brown and the state police have distanced themselves from the report, which they've said isn't based on accurate information.
This month, the liquor control commission announced it would work closely with state police assigned to marijuana enforcement to investigate black market diversion. State police detectives assigned to enforcement will be based in Medford.
Earlier this year, a separate audit found that regulating marijuana, coupled with legislative changes to the legal cannabis program, "have created a strain" on the liquor control commission.
The review, performed by an outside group, concluded that the agency is at high risk for "financial, legal and reputational" problems if marijuana rules aren't consistently applied.
In response, agency leaders said they planned to hire more staff, including a public safety director, which they hope will help them better regulate the program.
Steve Marks, the commission's executive director, on Monday said he welcomes a state audit. He said his agency, which is still ramping up staffing for enforcement, has a "solid foundation" for regulating marijuana.
"It's clearly a work in progress," he said.

Eventually if you are not farm to table Rec or Med you will perish.

They don't need enforcement. BM wholesale have crashed. The lack of profit in the BM will
push guys out within a few years.

And Rec won't be much better. A producer here has gone to LED on shelves. Hydro. Currently wholesaling @ $800 per unit to retail stores here. Thats cheap indoor.
My quality is better. For now. The soil guys are getting worried. They cannot compete on price point. Too much veg time boys.


Times are changing fast. Big dogs with big dollars will win at this too.

It always winds up this way. When they built the Shasta Dam in California it was for the small farmers in the Central Valley. But once there was water for the CV, the big money moved in and bought them all out. Now its all a consortium. Weed grow licenses are already being bought up in this state. The market is flooded with weed in Oregon and Washington and Colorado, and soon to be in California. Nevada has the only short supply, but that will not last long as they ramp up production.

Quality legal commercial material will disappear at $800. Nobody is going to put a $150 trim job on a pound that cost $400+ in electricity and other expenses to grow. I watched so real dank stuff sold last week, the grower asked for 18/ was offered 17 and settled at 17½. Dude's got 10 lights and barely covering his expenses. Of course he'll cash in when he comes out with his big "One A Light" book.

Here is a photo of 5000 seeds for growing high potency, early flowering, early harvesting, fruit candy flavored cannabis flowers next summer.

^ Not sure about the Shasta dam, but seems most these things are planned in advance by big players. . .

5,000... wow. I got over 1,000 mature seeds from a medium size plant this year. Bekaa Valley early blooming sativa pheno. No photos... but a good CBD/THC plant for quenching migraines. Started blooming in early July, finished and harvested a few weeks ago. No botrytis rot like my later finishing strains have now from the rains we got last week.

Interested in seed trades? I think we are slightly over the 10 seed limit in Oregon...

I tried to do a light dep experiment this summer but russet mites ate it. Seemed like it was working out though.
Glad yours worked out better & looking forward to seeing results on the other one.

Also mites have been pretty bad around the Portland area this year. I have found them on several grows of other people inspecting their plants (indoor and out). One plant of my own had two spotted spider mites that came from a spider mite infection of an azalea bush growing near my GH. I got some spider mite eggs with some plants that I got this year from local growers and shipped plants. I spray all my new plants as if they have mites, regardless of certification or what people say about them being pest-free. You gotta prevent-spray for mites (and PM in my experience), then spray again, and then spray again. Fortunately PM and mites are controlled with many of the same sprays.

The 2017 harvest moon will rise just after the sun sets on October 5, appearing in the waning light.
This particular moon tends to appear massive and often takes on a reddish-orange color, not unlike a "great pumpkin," as NASA explains.
While it might appear to be a cosmic signifier of fall, the changes in color are due to the effects of clouds and dust in the sky. And the harvest moon's seemingly enormous size is due to an optical effect known as the "moon illusion," which makes low-hanging moons appear to be much larger than they will when they rise higher into the sky.
The thing that gives the phenomenon the name "harvest moon" is simply the fact that this is the closest full moon to the autumnal equinox, which happened on September 22. This is a rare type of harvest moon, however, since it's appearing in October, not September.

To watch it, you just need a clear view of the sky. In New York City, the sun will set on October 5 at 6:31 p.m. ET and the moon will rise at 6:51 p.m. ET. You can check your local exact sunset and moonrise times here.
For a preview, check out the sky tonight. You'll still see an almost-full moon rising at a similar (though slightly earlier) time. Often, some of these harvest moon traits can be observed for a few days before and after the main event.

I plan to go into more detail in my out door thread as to why i belive this version is better . this was all done to replicate a accidant that happen 10+ years ago. Any way light dep version 2.1.1

The OHA sent me a long detailed explanation of the new limits for grow cards, now that HB 2198 has been signed into law. The grow limits is 6 plants plus 12 immature (non-flowering) plants per card, unless there is a non OMMP card holder living at the address, in which case that (or those) person(s) can grow an additional 4 more plants at the same address. Growing your own medical is now limited to 2 cards per address, and any previous grandfathered status for category 1 limits (growing your own medial MJ for yourself at your own address) are now void.

The rest of the categories are rather complicated and depend on being grandfathered or not, being in city limits and zoned residential or not, and the number of grow cards. I do not understand the difference between category 1 ad category 2, but category 2 allows for an unlimited number of clones under 2 feet tall, whereas category 1 does not. It also seems that the OHA wants to inspect any grows of 12 plants or more. Not more than 12, 12 or more. Which is a new twist... in the never ending BS-a-thon of growing medical herb in Oregon.
