There is a lot in there and scanning through it, it is not that exciting, but it does show that they were supposed to track and report adverse reactions. I believe people will be held liable with this document. It specifies what is supposed to happen if fraud is found. It also discusses procedures which were obviously violated to report and limit 'conflicts of interests.'

If you have no basis of reference those things could mean anything in terms of anything.
