Soil fungus?

I must have gotten a bad bag of potting soil or something.... several days after transplanting I have what appears to be some sort of fungus growing on top of my dirt. It's white and fluffy (almost like spider webs)... it subsides as the soil dries out but comes back after watering. It's only on the one's that were transplanted, the other pots/dirt look fine. My plants still look healthy, but I don't want to take any chances. Anyone have any experience with this? Will it kill my plants? What should I do... if anything? Thanks in advance for any input!

Correction.... it's not just on the top of the soil, it's all the way through the pot. It's coming out of the drain holes.

There is nothing wrong with a little fungus in soil. It's called mycorhizae and it is actually beneficial to most plants. Just make sure you have enough perlite in the soil.
Fungus gnats do not come from fungus!

You might be overwatering a bit though. I would let the soil dry out really good before the next watering. The fungus will disappear from the top of the soil if you let it dry out enough before waterings.
