When there is a problem on new leaves, normally, this is either one of two elements, boron or calcium. If you over water, you won't have calcium uptake and if you have high boron, it can go toxic without calcium there to balance it.
The other reason you can have problems on new leaves is when you have other elements in amazing excess.
Solution? Several options. Dig down deep and see how wet things really. Take off the water for a couple of days. Send in soil sample. Examine for bugs. Check the trunk where it hits the soil for collar rot. I am suspect of boron, calcium and water.
