I haven't tried this either, but the way I heard it told by Steve Tuck, you should use ThriveAlive and DMSO, not gibberelic acid.To try and build on what charlie said with the acids another kind of acid you could try is gibberelic acid, then you put into a jar with an air stone attached to an air pump. Make sure there is not too much pressure in the jar or many bubbles that the seeds are bouncing all over the place. Once you see the roots cracking out you can put into an oxygenated jar with a very light nutrient solution. I haven't tried this nor do I have the rates on hand at the moment but I have heard, bear in mind it is heard not firsthand knowledge, that it works well.

Not sure if this is the appropriate place to post.....Please redirect me if necessary. I have thousands of very old Panama Red beans from my father who hasn't grown since the early 70's. He traveled to Panama around 1970 and collected these, then let them grow fairly wildly for a few yrs. The beans are from PR that was grown out at 39' N. Any tips on germing these would be greatly appreciated. I have tried several methods over the past couple years including scraping/soaking. After attempts on a few hundred of these I have seen a few taproots peak through only to die soon thereafter. The most luck I had was a combination of scraping the outer shell and a 2 day soak in avacado oil. When I was too young to know about cloning etc. one of these came up in my dad's old spot. It reached around 9 ft and eventually did turn red. This is the real deal but I doubt it can be resurected.
