Yes. You'd assemble the cool tube, and use the duct and reducers to connect it to the fan. The air is pulled through the tube, over the bulb, pulling the heat out of the room and exhausting it wherever you point that fan. If you have an attic, that's an excellent area, and easy too.
I would not attempt to use just regular table or floor type fans. If you're really looking to save bucks, look in the DIY Link-o-Rama in my sig, there's a step by step for converting a $40 Stanley fan for air cooling lights.

i do have an attic in one of the rooms but it is fairly large so i would hafta put sheets or mylar down across half of the room? i was thinking about making or purchasing an exaust fan and just venting it into the bedroom..

Most decent hairdryers are ~1100 watts. Run it for 12 hours, then hold your hand up to it

That is a 1kw, just like the setup I budgeted out for you, except the room was custom built in a 'pod' inside a larger room. The light vents through the carbon filter into the larger room.
I like splitting rooms, so if you've got a large room with access to an attic, you better believe I'd plywood that sucker off to my exact needs, and vent to the attic. Wouldn't think about it twice. Unless there was an unused garage
actualky there is an unused garage also but would rather keep it closer to me rather then across the whole house heh..
fire is a big concern since i have never done this large of a wattage grow before
hopefully with the 1k light or the 600 wat i know i will at least have 8 ladies... so 8 ladies producing would u say at least a ounce per plant with 1000 or 600 wats? or less
deffinatily go the 1kw route vent to the attic it dont take mutch to throw a dry wall patch up if u stop using that room. 1kw in a 4x4 is perfect, lovely light penitration, i have a 5x5 tent growing in a freezing cold grage and i do not need any heaters 24/7 lights on 1000w is air cooled and 600w open air for the heat. even in a freezing cold building the 1000w is way to mutch heat in a 5x5 so plan on venting good if u use a closet. either way 600 or 1000 is going to require vents

Lights do not necessarily = weight. It's a factor of your skill as a grower, your preparation, proper tools, and environment. Yes, you can get a much heavier harvest out of a high wattage light than you could from a CFL.

Oh boy. well i will be able to tend to my babies but i dont know all about nutes and what not and if one of my ladies gets sick. so im doing as much reading as possible heh.
im thinking maybe ill use the 1k light in the big closet and just throw tarps or mylar around half the closet and maybe vent into attic, but well see

i would get 600 and a 1000...lol...wait that is what i use...soon to upgrade to 2 1000...the 1000 gives great penetration...peace...but like some one already said get as big as you can if you can cool it
from personal experience 1000 watt lights are amazing for growing bud BUT the energy you use to keep the ****ers cool is stupid .... i had a 1000 watt hps before.. now i got 2 400's ... go with the 600 trust me you regret getting the smaller one
1000watters are for growers not bound my closets and wardrobes
if you live in the states where it get hot the 1k light will not be pratical the heat generated is stupid i had a 1k light in a top of the range air cooled reflector with a glass sheet and the temperature in the grow room still went over 95 deggres f
anyway the 600 give out more lumens per watt (more light for the ammount of watts used )
