I think you are forgetting one very important aspect about medicine...
The difference between a medicine and a poison is the dose.
I don't recall who said it but:
Are you even taking that into consideration?
From everything I've read from any of the neem advocates I'd sa that is a big fat NO!

Azadirachtin technical 12% orally administered to male and female rats at doses of 500, 1000 and 1500 mg/kg/day for 90 days did not produce any signs of toxicity, mortality, changes in tissue weight, pathology and serum and blood parameters. It can be suggested that azadirachtin at the highest dose tested is well tolerated by rats of both sexes. The highest dose, 1500 mg/kg, can be used as a basal dose for the determination of the no-observed-effect level (NOEL) of azadirachtin to calculate its safety margin.
your arguments would be much more effective and convincing if you found EVIDENCE...
