Need help with drooping seedlings

Alright, I'm a first time grower and I need help with these seedlings I've adopted from a friend who stopped growing for awhile. One of the oldest seedlings is starting to droop and the first true leafs are starting to curl. Here's the seedlings when I got them last week:

Here they are now, the drooping seedling is the back right one.

And here's the drooping seedling:

the cotelydons on all the plants are turning yellow-brown, should I start to feed them? I think they are 3 weeks going on 4 weeks, at least the oldest ones. My friend also gave me nutrients to use. If anyone could help me out how to use it that would be great: Alaskan Fish Fert, Grandma's Mollases, PureBlend Bloom Organic Compost, Hygrozyme. Also, the plants are in 4" square pots with Ocean Forest potting soil in it. The cab is 80-85 F with the 70w cfls on and 75-80 with them off. The humidity is almost always low so I water them daily with a spray bottle. All help is definetly appreciate by me and the plants. thanks.

Don't water with a spray bottle anymore.
Doing that will have poor results because the soil isnt getting a nice uniform wetting, which can cause dry pockets in the medium and root system damage.
Please click my link on watering.

You want to give them a good watering now, and every time they're ready for another. Feed them every second or third watering. When you do water or feed them, always pour in enough water so it floods over the entire surface of the soil...wait a half minute or so for it to sink in nicely and then repeat. You should see water running out the bottom on the second pour. Never leave the planters sitting in the runoff water afterwards.

And yes its time to feed them, I'd go with the alaskan fish emulsion, great stuff. Only dont go with the label directions, instead start them on about quarter strength until they can tolerate a stronger mix after they've grown larger. If the first set of true leaves (the pointy ones) start getting yellow, then its time to increase the strength.

Find a way to get the heat out of the cabinet. Holes at or near the top to let heat out and holes near the bottom to let air in will cause the cabinet to have pretty good airflow by way of convection (heat goes up and out, cool air enters at the bottom to replace it).

Thanks 10k, I'll start watering with a measuring cup, do you have a recommendation for how much I should water? And how much should I feed them, now and once more before veg is done? Or daily?
