my girls are need of advice

pictures should be self explanatory. I have no idea whats wrong. I uploaded a girl that sprouted 2 weeks after the sick ones, same water cycle, same soil same everything. I got 2 girls that are droopy but the first set of leaves just started to yellow but perk up. Never seen this before, any help would be much appreciated...

quick add on to the above. Image 15 is obviously the girl thats doing fine with zero sign of any issue. Image 14 and 4 were flying right from bean, very strong and vibrant and then boom, that shit happened. I have given only a quarter strength nutrient about a week ago, ph is decent 6.5 - 7. Under cool white CFL's about 2 inches away. Soil is promix with perlite. Got a fan goin constantly, nothing to strong.

seedlings dont need any nutes at all until they are about 3 weeks old.

Maybe I should clarify, when I gave a quarter strength nutrients, those girls were on their 4th set of leaves. Id say about 1-2 days short of 3 weeks. I had high heat at the beginning so growth went slow but I corrected the heat issue. Picture 15 has received zero nutrients. They have flopped a considerable amount, they looked alot bigger before my issue.
