Ya know when ya take a cut and the stem is nice and fleshy. After a few days in the cloner, it gets hard and bulgy. Then come the roots. Don't ya pay attention son?? Lol

I've never had that with the neem, but I always scratch mine into the top layer of soil.

Yes on the honey, but it has to be organic unprocessed. I haven't tried the willow water. I was having a real bad run on organic cloning, so I went back to clonex.
