People who supported his pledge to end racial tensions and support racial minorities finally have something to be excited about with the President writing an executive order to fund ‘racial equity’ measures. One component of the executive order aimed at achieving racial equity is to distribute $30 million worth of crack pipes and drug kits to ‘disadvantaged’ communities.

good. provide clean needles, counciling, and stuff and legalize all drugs. studies show these types of policies to be a net benefit.

clean needle programs have shown to reduce the number of overdoses and help get people off hard drugs
the only people reporting on this are tabloids first of all so i have no idea if this is even true.... but even when you go into the article;
it's mainly seems to be about clean needles and mentions general "smoking pipes" ... the idea behind that is to stop or reduce injection of drugs of all kinds.
and yes this country has previously given out crack pipes to users.
"Included in the grant is money to purchase 'safe smoking kits/supplies.' A spokesperson for HHS told the Washington Free Beacon that included in these kits could be pipes for users to smoke substances like crack cocaine and crystal methamphetamine, or 'any illicit substance.'
HHS said that the kits will serve to limit the risk of infection - typically users smoke out of glass pipes which can lead to cuts and sores that become infected with diseases like Hepatitis-C.
Handing out pipes is also intended to prompt users to smoke rather than inject themselves with some substances, like meth, as injection is far riskier.
Applicants for the program get priority if they serve 'underserved communities,' such as African Americans or Native Americans, or LGBTQ people.
The crack-cocaine epidemic starting in the 1980s disproportionately ravaged the black community.
Other harm reduction supplies that could be purchased with the grant money include testing equipment for sexually transmitted diseases, overdose reversal medication, medication lock boxes, syringes and substance test kits.
The grant program lasts three years and includes 25 awards of up to $400,000.
It is against the law to sell or distribute drug paraphernalia - including such pipes - unless authorized by state, local or federal law.
There were an estimated 100,306 drug overdose deaths in the 12-month period ending in April 2021, according to the CDC, a 28.5% increase from just the year prior. Three-quarters of those deaths involved opioids, many of them being synthetic opioids, such as methamphetamine or fentanyl."

out of meth? not likely. stupid people are not restricted to the US, although we sure seem to have more than our rightful allotment sometimes. maybe saying "eh" too many times is damaging, i don't know...

providing clean syringes and free pipes is encouraging use? this is as silly as the old GOP line of reasoning that if we legalized all drugs, we would have an epidemic of crack and heroin junkies the following week.

disease (AIDS etc) is not spread by smoking crack like sharing hypodermic needles does. never known a crack head that didn't already have a half dozen or so pipes lying around, anyway.
Smoking anything is much easier to get done than it is to inject.. These have drastic differences in what kind of diseases and the odds of getting them.
