Let’s see: they’d have to have complete voter registration data for every county they wanted to tamper with...or they’d have to be able to insert fake voter registration records into the databases they were targeting...they’d have to exactly mimic the official ballots (which are fairly elaborate) which of course are different for every county (which would be a whole separate lane of complexity)...they’d have to intercept and destroy the pieces of Mail that were the ballots they wanted to replace (if they weren’t just creating fake ballots for fake voters).
Then they’d have to make sure the fake ballots didn’t get lost...and again, they’d have to do this for EVERY COUNTY IN EVERY STATE...and they’d have to do all this largely from the inside, and they’d have to keep any democrats from discovering what they were doing...and they’d have to keep the few remaining honest Republicans from figuring out what they were doing.
I suppose it could be done...it would take weeks if not months, it would take a LOT of effort, a LOT of people, a LOT of specialized print runs to duplicate all those ballots, and all those printers and their employees would need to be kept either complicit or unaware, it would require a fierce determination to subvert our elections, an utter willingness to break the law *knowing* that they were striking at the root of the nation. Everyone involved would be at risk of prosecution for a half-dozen federal crimes.
Would they do it to make it *LOOK* like Biden had cheated? That doesn’t make any sense at all: going the election thrown out/thrown to Trump would be the most hare-brained Hail Mary in history...probably the same effort to fake Trump votes, with maybe even less of a god-help-us.
Either way, it would be a MASSIVE effort, exactly the kind of conspiracy that would be hardest to hide and easiest to discover, there could be no excuse for such an effort, no pretense of “doing it for the country”...and from your question, it would be a GOP effort stem to stern: completely and transparently partisan, and should result in the GOP never receiving another vote, never fielding another candidate, and appearing down the same rathole that took the Whigs.
IOW it would blacken the names and reputations of the party and its employees and its office holders. Perhaps blacker than they’ve done to themselves already with less effort, expense and risk. And absolutely the opposite of anything even remotely “CONSERVATIVE”, by *every* definition of the word.
To answer the specific question, it might indeed be “possible” - in some insanely risky, highly unlikely and completely craven and treasonous sense of “possible”. But it would require as I say vast sums of money, huge numbers of complicit criminals, complicated and elaborate effort on an enormous scale, and an amazingly stupid ‘mastermind’ to push it through to completion.
